Scope of work for Aerial Herbicide Treatment for Woody Vegetation Control at Killdeer Plains Wildlife Area, Wyandot County, Ohio

History and Overview Killdeer Plains Wildlife area is situated in a native wet prairie region of Ohio, where grassland and wetland habitat are the primary management goals for the property. Grasslands at Killdeer plains are managed for upland birds, deer, and public hunting opportunity, which necessitates the management of woody vegetation encroachment to maintain diverse native grassland vegetation. Upland habitat management is critical to maintaining sustainable wildlife populations and wildlife related recreational opportunities. Succession from herbaceous vegetation to woody vegetation occurs 3-5 years after disturbance in Ohio. Fields that are intended to be managed in herbaceous cover need some form of disturbance every 3-5 years. Management techniques vary but when dealing with large woody vegetation (trees, shrubs) a herbicide application is typically the first approach to reestablishing that desired herbaceous cover. In relation to these needs, ODNR, Division of Wildlife is seeking contractors to apply herbicide mix consisting of 5 quarts- Garlon, 1.5 quarts- Tordon 22K, 2 ounces- MSM 60, and 5 ounces- surfactant per acre via use of domestic (USA manufactured) drone at Killdeer Plains Wildlife Area, Wyandot County, Ohio (figure 1)

This project includes aerial application of herbicide on approximately 500 acres of upland habitat targeting woody vegetation at Killdeer Plains Wildlife Area (figure 2). The Ohio Division of Wildlife will provide the contractor with all Herbicides and Surfactants needed to complete this scope of work. The contractor is responsible for mixing and application of the herbicide with the use of domestic drones. All woody vegetation within the mapped areas will be treated with the herbicide mixed to a 3 gallon/per acre solution to ensure a flowable dilution and achieve desired coverage. Woody vegetation in these areas range from small shrubby species including autumn olive and bush honeysuckle to large mature trees that include cottonwood, aspen, hawthorn, ash, maple and pin oak.

Timeframe and Permitting for All Work Tasks:

All work shall be conducted Monday through Friday unless prior approval is obtained from the ODNR, Division of Wildlife project manager. Extensions for work may be granted at the discretion of the project manager. The contractor is required to contact the ODNR, Division of Wildlife project Agent at least two business days prior to initially entering the property for work. All work will need to be done prior to October 31st, 2024.

If the successful bidder does not complete the work as specified above or exhibit work progress during ideal weather conditions the ODNR, Division of Wildlife reserves the right to pro-rate the payment or cancel the purchase order.

Guidelines for Bidding (deadline [Date]):

Please submit a quote in Ohiobuys by the bidding deadline. Bidders are encouraged to visit the site prior to bidding. It should be noted that the vendor will not receive payment until all products and services have been received as per the above specifications and deadlines listed in this document. Please don’t hesitate to give me a call with any questions!
