ARCHITECT/ENGINEER SCOPE OF WORK

FOR

Pave & Modify Loop Parking Phase II

Provide professional Architect/Engineer (A/E) services to include:

• Conduct site investigations - architectural, structural, mechanical, electrical, plumbing, site surveys, etc.

• Construction drawings and develop specifications

• Provide a 3rd Party cost estimates

• Provide a cost estimate of expected construction cost as per the schedule of values at the end of each phase

• Provide construction period services - review of submissions, provide recommendations regarding contractor change proposals, visit site per VA's request and add to drawings as-built conditions from contractor's record drawings and VA correspondence during construction.

A/E shall review all construction change orders and provide an independent cost estimate on each change order request. A/E shall respond on site within a two-hour period when requested and shall provide site visits as requested during construction.

-- Project Scope --

GENERAL OVERVIEW:

Provide a full set of construction drawings and specifications to make multiple improvements to campus traffic flow with a concentration on the main loop road and adjacent parking areas. Design shall reroute the roadway away from Building 18 and new addition of parking lot in front of Building

17. Design shall include an additional loop to prevent traffic bottlenecks. Remove Flagpole Loop in front of Building 1 and relocate the West Entrance and screening including a curb island with painted tapers..

SPECIFIC REQUIREMENTS:

This project involves site preparation and construction of several new portions of roadway on the campus roadway loop as well as milling and repaving the existing roadway and adjacent parking areas with new line and crosswalk painting. Parking areas along the loop will be improved and repainted.

• Provide a full set of construction documents for the project.

• Project shall create a new “b” shaped loop, to prevent traffic congestion.

• Project shall improve traffic flow and enhance our ability to conduct in-vehicle screening of drivers and passengers at our West entrance. This may require roadway widening and re-construction.

• The loop shall always be maintained allowing traffic to circumnavigate the campus in either direction.

• Existing roadways shall have a new bituminous wearing surface installed to match the grades of the existing parking lots and access points along the loop. Much of the campus roadway has concrete curbs with integral gutters that have been overlaid with asphalt pavement and so milling will be required in many areas.

• Where the road needs widening or where the base or sub-base has failed, grade and widen the existing surfaces down to acceptable soils for sub-grade or to a depth acceptable for emplaced sub-grade materials for new portion of roadway.

• All lines, crosswalks, and other markings on the bituminous roadways shall be repainted in accordance with current VA policies and standards.

• Project shall include new sidewalks and curbs where required by the addition of new paved areas or the repaving of existing road areas.

• Project shall demolish the closed portion of any roadway and return it to a green space.

• Changes to other utilities, including, but not limited to water, storm drainage, lighting, electrical, gas lines, and other underground utilities as required by the alterations to the driveways and parking lots.

• VA Physical Security standards shall be incorporated into the design as per Physical Security Design Manual for VA Mission Critical Facilities (JANUARY 2015).

• Other options as determined by design meetings for efficient delivery of service.

SCHEDULE:

Submit review package so they are received on or before the noted day. All days below are calendar days. The issuance of the Notice to Proceed (NTP) shall be the first PDT Meeting. A/E shall be required to attend and take minutes of each Project Design Team (PDT) Meeting.

Minutes shall be submitted electronically to the COR and Contracting Officer within three (3) business days of each meeting.

GENERAL REQUIREMENTS:

• Use the latest VA Master Construction Specifications (PG-18-1), supplemented by the Lebanon VAMC specific sections 01 00 00 General Requirements and 01 35 26 Safety Requirements. Where an appropriate specification does not exist, create a specification in the same format and ensure that it is not proprietary to a single manufacturer.

• Perform all services in accordance with the current VA Design and Construction Procedures

(PG-18-3)

• Perform all services in accordance with the current VA Building Information Modeling (BIM) Manual and current VA Drawing Deliverable Requirements (PG-18-4):

• All designs shall be compliant with space criteria referenced in VA space planning criteria (PG-18-9): http://www.cfm.va.gov/til/space.asp

• Perform all work in accordance with current VA Design Manuals in PG-18-10, including Physical Security and Resiliency. If a section of one of the manuals cannot be met, the A/E shall notify the VA immediately, and assist the VA in the waiver process. These design manuals are supplemented by Lebanon VAMC specific design criteria.

• Perform all work in accordance with current VA Barrier Free Design Standard (PG-18-13)

• Perform all work in accordance with current VA Roof Finishes, Door, and Hardware Schedule (PG-18-14)

• Ensure patient privacy criteria are met (e.g. computerized information, patient privacy, Health Insurance Portability and Accountability Act).

• Design and construction work shall be coordinated with other construction projects on-going at the hospital. A list of current projects will be provided upon approval of the 35% submission.

• A/E shall use most current healthcare delivery processes and the VA design criteria as a guide. The direction that fits the situation the best will be used in the design.

• If shutdowns are required during construction, a full shutdown plan shall be included in the design. Shutdown plans shall include the particular energy source to shut off (e.g. breaker, valve, etc.) and what area, outlets, utilities and/or equipment the shutdown affects. The specific name of the energy source to be shut off shall be identified, for example: “panel H1L1, breaker 2” for electric, or “Valve 3-f” for a water source, etc. Drawings and a written narrative shall be provided.

• A Leadership in Energy and Environmental Design (LEED) Silver Rating is desired with the construction. A rating will not be sought, but practices will reflect LEED Silver requirements.

Proof of possible LEED credits shall be provided. The VA shall conduct an Energy Review upon receipt of the 65% submittal (DD2).

• Bid Alternates/Deducts shall be designed into the project to decrease the price of the project 20%.

• A/E shall be responsible for providing certified industrial hygiene services to perform asbestos survey investigations, sampling, development of specifications and drawings, and construction period services. Any place where a sample is taken shall be restored to original condition.

• A/E shall pay particular attention to Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), International Building Code (IBC), and Environmental Protection Agency (EPA) requirements. Upon receipt of the 65% (DD2) and 95% (CD1) submittals, the VA shall conduct a third-party life safety review. The A/E shall be responsible for making any necessary changes for code compliance and assisting the VA in the waiver process if required.

• A/E shall be responsible for providing all services necessary for design of this project, e.g.

structural, industrial hygiene, mechanical, electrical, etc.

SITE INVESTIGATION REQUIREMENTS:

Make site visits as required to determine existing as-built conditions affecting this project. Note:

Information including drawings and other documentation provided to the A/E shall be used as reference only. A/E shall field verify every aspect that relates to the project, including all dimensions, wall layouts, capacities, etc. A/E shall coordinate visits with the Contracting https://www.osha.gov/Publications/3439at-a-glance.pdf

Officer’s Representative (COR) as assigned after award. The A/E shall arrange for and oversee the performance of such investigations as required for the proper design of the project.

SUBMISSION REQUIREMENTS:

• Deliver all design packages in person directly or by traceable carrier to the COR on the established dates to allow the VA Project Design Teams to meet as scheduled. A transmittal letter is required to go to the Contracting Officer on the same day as delivery.

• Electronic Narratives shall be provided in portable document format (.pdf)

• Electronic Specifications shall be provided in both portable document format (.pdf) and Microsoft word (.docx) format compatible with the VA’s system.

• Electronic Drawings shall be provided in document format (.pdf), AutoCAD format (.dwg) and REVIT format compatible with the VA’s system.

• Schematic Submission o All items required in Attachment B Design Submission Requirements o At least three (3) proposed layouts (facility project) or solutions (utility project) as outlined at the initial PDT meeting. More layouts shall be required if the provided layouts do not meet the needs of the medical center. The A/E shall be required to present the advantages, disadvantages and costs of each layout to the Medical Center director for approval o One (1) physical copy and an electronic copy of the narrative report describing the layouts/solutions with their advantages, disadvantages and costs o One (1) physical copy and an electronic copy of the narratives required in Attachment B o Two (2) physical copies, 30” x 42” size, and an electronic copy of the drawings of each proposed layout/solution including all information required in Attachment B

• Design Development 1 Submission (35%) o All items required in Attachment B Design Submission Requirements o The A/E shall be required to present the layout, renderings and sample boards to the

Medical Center director for approval o One (1) physical copy and an electronic copy of all non-drawing items required in

Attachment B o Two (2) physical copies, 30” x 42” size, and an electronic copy of the drawings including all information required in Attachment B. One hard copy shall be broken up into Civil/Site, Structural, Architectural, Hazardous Material, Equipment, Life Safety and Fire Protection, Plumbing and Heating, Air Conditioning, and Electrical sections.

CONSTRUCTION PERIOD SERVICES REQUIREMENTS:

• Assist the VA with a price reasonableness determination of bid prices

• Review all submissions and provide recommendations to the VA within fifteen calendar days

• Review and provide replies to contractor generated Requests for Information (RFI) within 5 workdays

• Review contractor’s change order request and provide an independent cost estimate for each change order request.

• Make 50 site visits, including those necessary for acceptance inspections, at the request of the VA and prepare written reports to include agreed upon changes in design as determined necessary during the construction. Visits made based on errors and omissions in design will be at no cost to the VA.

• Within 30 days after receipt of red-line drawings that the contractor kept during construction, prepare as-built drawings with A/E’s stamp. Transpose contractor’s as-builts to the current version of AutoCAD and provide a set of updated as-builts, specifications and BIM model.
