About this file
This is a justification memorandum from the Department of Administrative Services (DAS) Enterprise Asset Management (EAM) division for the State of Oregon regarding the selection of a consultant for archaeological services. The work order contract (WOC) is for an Archaeological Survey as part of the Salem Motor Pool Solar Array Project located at 1100 Airport Road in Salem, Oregon. The selected contractor, Archaeological Investigation Northwest, Inc. (AINW), will provide specialized archaeological surveying expertise for the project. The notice of intent to award was issued on December 30, 2025, with a protest deadline of 4:00 p.m. on January 4, 2026. The contract will be awarded under Price Agreement #PO-10700-00055163, which was established through the competitive A&E Related Services Price Agreements process under RFP #S-10700-00013340.
AINW was selected based on seven specific criteria: specialized experience with similar project types, availability to the project locale, adequate staff resources to complete the work within the allotted timeframe, familiarity with DAS processes and procedures, demonstrated record of past performance, quality of work and ability to meet schedules, and cost control capabilities within the available budget. The selection was justified by AINW's prior experience surveying adjacent sites in the Salem area, their working relationships with DAS project managers and local officials including the City of Salem Historic Preservation Officer and City Archaeologist, and their established familiarity with DAS operations and building systems.
