The solicitation is open to any qualified firm, not limited to just Architectural and Engineering (A/E) firms. The services requested include building inspections and quality control services to be performed statewide in Florida. Respondents are required to meet the licensing and other requirements outlined in Sections 2 and 8 of the RFQ. Subcontracted work is permitted but must be noted and explained in the submission. The Department will post the Agreement with this response, and no further documents or instructions will be provided. The number of firms to be awarded this work is not specified, but the incumbent firm is Calvin, Giordano & Associates, Inc. The anticipated projects will be located in the state of Florida for quality control services and in Tallahassee for building inspection services.

The RFQ does not provide details on pricing terms, set asides, funding requirements, or amounts. It also does not specify any anticipated split between the types of work such as quality review, building official, plans reviewer, inspection, and project review services. The contract term and any renewal options are also not detailed in the provided information.

Question Number Question Response

The one document that I have seen seems to limit the bidders to only AE firms. Can construction management firms also submit proposals and explain why our team is qualified to provide the both Building Inspection and Quality Control services?

Any firm qualified to provide the services requested may respond to the solicitation.

Are there any specific licenses or requirements other than being a “Florida Business” that would be required to perform the functions under this contract?

Please refer to the requirements in Section 2 and Section 8 of the RFQ.

For any engineering services required that do require a licensed engineer, could the primary contract holder subcontract or team with an engineer and show that all potential needs under the contract have been addressed with adequate personnel without a formal Joint Venture being established? This is relevant as our in-house team can provide all of the services in-house except a licensed engineering review but we have multiple engineering firms that regularly support our projects.

Any subcontracted work needs to be noted and explained in the submission. Joint Ventures are not required.

Will you be issuing any more detailed documents about solicitation, for instance describing a potential task order or giving information on the duration of the contract periods or format for the proposal response?

The Department will post a copy of the Agreement with this Response. No further documents or instructions will be provided.

5 How Many Firms are antipicated to be awarded this work?

Please refer to Section 17: Selection Posting of the Solicitation.

6 Can the winning firm use subcontractors for some portion of the work?

Any subcontracted work needs to be noted and explained in the submission.

7 Where arte the anticipated projects going to be located geographically?

Projects will be located in the State of Florida for Quality Control Services. Projects will be located in Tallahassee for Building Inspection Services.

10 Can you please let me know who was the incumbent(s) for this contract?
