About this file
The document is a technical specification from the Oregon Water Resources Department (OWRD) for the acquisition of an Acoustic Doppler Velocity Meter (ADVM) flow monitoring device suitable for larger canals and natural environments up to 5 meters deep. The device must be capable of velocity profiling and handling irregular channel shapes, with communication options compatible with other OWRD water measurement equipment. OWRD may purchase up to 60 units over the life of the resulting contract and is requesting pricing discounts for volume. Proposals will be evaluated based on price, technical specifications, warranty, customer service, compatibility with existing equipment, and adherence to USGS/OWRD standards.
The related state and local contract opportunity is for the procurement of a "FLOW, TOTAL VOLUME, LEVEL AND VELOCITY METER/MONITORING DEVICE - ADVM" across multiple jurisdictions in Oregon, including Marion County and the City of Salem. Pricing terms, set-asides, funding sources, and other contractual details are not provided in the information given.

Text version
ADVM
OWRD is looking to acquire a flow monitoring device (ADVM), suitable for larger canals and natural environments with depths up to 5 m. With the ability to collect velocity profiling data in cells as small as 2 cm across a channel horizontally and vertically, this version offers the user complete flexibility in applications and detailed flow velocity parameters for those times when “just flow” isn’t enough.
The device must be capable of handling not just regular trapezoidal canals, but any irregular/naturally shaped channel, up to 5 m deep, where flow, velocity and/or level need to be measured. Must be compact and compatible with other OWRD water measuring assembly.
Must be:
- Fully self-contained, all-in-one design
- Measure flow in man-made or natural channels, pipes or streams between (3 inches) and (16 ft) deep
- Able to use modern day sampling technology under all conditions
- Four, pulsed Doppler velocity beams for great section coverage
- Capable of flow algorithms for open channels and/or closed pipes, including irregular shapes
- Can handle very slow and reversing flow conditions
- Self-calibrating water level using vertical beam and pressure sensor
- Must use SDI-12, Modbus, Analog communication/output for compatibility with other OWRD devices
ADDITIONAL INFORMATION - OWRD may purchase 60 units or more for the life of the resulting contract. Bid should include volume discounts or price reductions where available. Substitution or recommendation of comparable device is welcome, but proposal must include both the specified item and the comparable to be considered. Substitution without the specified standards will be considered nonresponsive. Proposals will be evaluated based on the following: - Price 25 points - How the proposed item meets the specifications above 15 points - Warranty 15 points - Accessibility to Customer Service – 15 points - Compatibility with existing OWRD Equipment 20 points - How product meets USGS/OWRD standards – 10 points.
