About this file

This is a Multi-Step Invitation to Bid (ITB) advertisement issued by Clean Water Services, a wastewater treatment district in Oregon, for the purchase of polymer flocculant products. The District seeks to procure polymer products under a one-year contract with options to renew for up to two additional one-year periods, with the contract beginning July 1, 2022. The polymers will be used primarily for dewatering sludges at the District's wastewater treatment facilities via centrifuges, as well as for thickening primary and secondary sludges and clarifying secondary effluent. The procurement employs a two-step process: the first step involves bench and performance testing of vendor products at both the Rock Creek and Durham facilities to determine compliance with District specifications, with the District compensating vendors at $3.140 per active pound for trial product supplies. Vendors are permitted to submit up to two emulsion polymer products for performance testing at each facility and must be the manufacturer of their submitted products. The second step invites only vendors with qualified products to submit price bids electronically through Equity Hub's Bid Locker by 2:00 p.m. PST on June 6, 2022, with a public bid opening to be held immediately thereafter via telephone conference at (503) 681-4498. Interested vendors should contact Mike Gates at (503) 547-8026 or (971) 998-2773 to schedule performance testing.

The ITB contains no specified award value or budget allocation. District may award multiple contracts under this procurement. Vendors whose products have previously been bench tested within 60 days of the ITB or are already in use by the District may proceed directly to performance testing without repeat bench testing. Bidders must register with Bid Locker at no cost and submit bids electronically; facsimile, mailed, or emailed bids will not be accepted. The complete ITB, including detailed product specifications, contract terms, and timelines, is available for download from the District's website at http://bids.cleanwaterservices.org/. Vendors are responsible for obtaining any addenda from the website or automatic email notifications. Technical questions regarding the ITB should be directed to Heidi Blasingame, Procurement Coordinator, at (503) 681-4458. No specific set-asides, incumbent information, or licensing requirements under ORS 468A.720 are applicable to this procurement.

MULTI-STEP INVITATION TO BID

PURCHASE OF POLYMER FLOCCULENT

CLEAN WATER SERVICES

Clean Water Services (District) wishes to purchase polymer products under a one-year contract that includes an option to renew for up to two additional one-year periods. The polymer will be used at District's wastewater treatment facilities primarily to dewater a mix of anaerobically digested primary, secondary and tertiary sludges via centrifuges. Additional products will be supplied by the selected vendors for thickening primary and secondary sludges (gravity belt thickeners and rotary drum thickeners) and liquids clarification of secondary effluent per the District’s needs. The contract(s) awarded under this procurement will begin July 1, 2022.

This is a multi-step Invitation to Bid (ITB) that involves bench and performance testing of vendor products to determine their ability to meet District specifications in the first step. In the second step, District will invite vendors with qualified products to submit a price bid for consideration. Interested vendors must submit products for performance testing at both of the District's treatment facilities, and they must be the manufacturer of the product. Only the vendors whose products have been performance tested and met District specifications will be invited to submit bids. District may award multiple contracts under this procurement.

First Step - Bench and Performance Testing.

The composition of the anaerobically digested sludge changes seasonally because the District uses alum (Al2(SO4)3 14 H2O, 48.5% aqueous) from May 1 to September 30 for phosphorus removal. The District will bench test polymer products submitted by interested vendors in the biosolids dewatering process at its Rock Creek and Durham Facilities until Date. If you are submitting a product the District is already using or you had your product bench tested within 60 days of this ITB, you will not need to bench test that product again. You may move to performance testing. If you wish to test your product, please contact Mike Gates by phone to

(503) 547-8026 or (971) 998-2773 or by email to gatesm@cleanwaterservices.org to schedule and coordinate the test.

District will conduct performance testing at District's Durham and Rock Creek Facilities.

Vendors may submit two emulsion polymer products for performance testing at each plant.

Vendors will supply enough of each submitted polymer product to run District’s centrifuge for 24 hours. District will pay Vendors $3.140 per active pound for the trial product supplies.

Second Step – Submission of Bids.

Qualified vendors whose products have been performance tested and met District specifications must submit bids electronically to Heidi Blasingame, Procurement Coordinator, via Equity Hub’s Bid Locker at https://bidlocker.us/details/2884_Purchase_Of_Polymer_Flocculent by 2:00 p.m., PST, on June 6, 2022, local time. Facsimile, mailed or emailed bids will not be accepted.

Before Bidders can submit their bids, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. Late bids will not be considered for award.
