PRE-SOLICITATION NOTICE OF INTENT TO SOLE SOURCE
This is a Pre-Solicitation Notice of Intent to Sole Source issued by the U.S. Department of Veterans Affairs (VA), Office of Construction & Facilities Management, Office of Real Property. The VA intends to pursue a sole source lease acquisition for approximately 36,814 ANSI/BOMA square feet of outpatient clinic space in Lowell, Massachusetts. The Government currently occupies leased space at 122 Marshall Road in Lowell and intends to negotiate a succeeding 20-year firm lease with the incumbent lessor. The maximum rentable square footage is 38,401 RSF, with a maximum of 95 parking spaces. The lease term is 20 years firm. This notice is not a request for proposals but rather market research to determine whether competitive procurement is feasible. The Government will consider information from alternative sources demonstrating the availability of suitable space that is economically advantageous, considering relocation costs, tenant improvement replication, and operational impacts. If no viable alternatives are presented, the VA reserves the right to proceed with the sole source acquisition.
Properties must be located within a specifically delineated area bound by Kendall Road, Frost Road, Sherburne Avenue, Interstate-495, Interstate-93, US-3, and related roads. Submissions must meet seven minimum site and building criteria, including proper zoning, floodplain compliance, compatibility with VA operational and clinical requirements, fire/life safety and accessibility standards, adequate utilities, acceptable environmental conditions, and ability to satisfy environmental and cultural resource review requirements. Interested parties may submit market information by August 4, 2026, at 4:00 PM ET to Kachael Johnson (Lease Contracting Officer) at Kachael.Johnson@va.gov, with a copy to Lynnett Gray at Lynnett.Gray@va.gov.
