About this file
This is a Pre-Solicitation Notice of Intent to Sole Source for a lease acquisition issued by the U.S. Department of Veterans Affairs, Office of Construction & Facilities Management. The VA intends to negotiate and award a succeeding lease on a sole source basis to the incumbent lessor for continued occupancy of approximately 36,814 ANSI/BOMA square feet of outpatient clinic space currently located at 122 Marshall Road, Lowell, Massachusetts. The lease term is 20 years firm, with maximum rentable square footage of 38,401 RSF and maximum parking of 95 spaces. The delineated geographic area for consideration is bounded by specific roads in the Lowell, Massachusetts area, including Interstate-495, Interstate-93, and US-3 as boundaries.
The VA will consider information from other sources demonstrating the availability of alternative space that is potentially suitable and economically advantageous, accounting for relocation costs, tenant improvement replication, and operational impact. Interested parties may submit market information by August 4, 2026, at 4:00 PM ET to Kachael Johnson (Kachael.Johnson@va.gov) with a copy to Lynnett Gray (Lynnett.Gray@va.gov). Responses must address seven minimum site and building criteria, including proper zoning, floodplain status, compatibility with VA operational and clinical requirements, fire/life safety and accessibility compliance, adequate utility capacity, acceptable environmental conditions, and satisfaction of environmental and historic resource review requirements. The VA will evaluate responses solely to determine if competitive procurement is feasible and in the Government's best interest; if no qualifying information is received, the VA may proceed with the sole source acquisition.
