About this file
This is an Advertisement of Special Procurement document issued by Washington County, Oregon's Community Corrections Program Services Division, approved by the Board of County Commissioners on June 23, 2026. The procurement seeks multiple Recovery Mentor Service providers to deliver specialized services to clients based on individual needs. The selection process will involve interviews conducted by the Community Corrections Program Services Division, with providers evaluated on experience, education, training, and references. Multiple contracts will be executed under this special procurement, with a combined contract value not to exceed $3,500,000 over a five-year period ending June 30, 2031.
The county determined that a special procurement under Oregon Revised Statute 279B.085 is appropriate because the department has historically experienced difficulty maintaining an adequate number of Recovery Mentors and believes the standard RFP process is not the best method for obtaining these specialized services. The procurement was approved and posted to OregonBuys on June 24, 2026, with Suzi Fulcher serving as the Procurement Manager. This notice is published to fulfill the public notification requirements established under ORS 279B.055(4).
