About this file
This is a Public Notice of Request for Proposals issued by the City of Tampa, Florida for the disposition of real property located at 411 North Franklin Street, which currently houses the Tampa Police Department Headquarters. The City is soliciting proposals from qualified entities to purchase and redevelop the 44,521-square-foot property situated in the Central Business District-1 zone. The property includes the headquarters building, a five-level parking garage, and associated improvements. Proposals must be submitted electronically through the OpenGov eProcurement Portal by January 30, 2026, at 1:00 PM EST, which represents a minimum of thirty days after publication as required by Florida Statutes Section 163.380(3)(a). A pre-proposal meeting and site tour are scheduled for January 6, 2026. The successful proposer must close the transaction by January 31, 2027, and must agree to a one-year leaseback of the headquarters to the City at $1.00 per year with a potential one-year extension, during which the City will cover all utility costs.
The property is being offered for sale with an opening bid of $36,000,000.00. The property is sold "AS IS/WHERE IS WITH ALL FAULTS" and is subject to two existing leases: one with Dan Hayman Jewelers on a month-to-month basis and another with P10 Kennedy, LLC/Moxies expiring April 6, 2030. All costs associated with demolition, environmental assessments, surveys, engineering, architecture, rezoning, and construction will be borne by the successful proposer. Evaluation will be based on completeness of proposal and purchase price (50 points) and financial capacity (50 points), with the award recommendation based on highest price and demonstrable ability to close. Proposers must submit three years of audited federal tax returns, income statements, and cash flow statements; if financing is required, a loan commitment or pre-approval letter is mandatory. A 10% deposit of the purchase price is required at contract execution. The City will pay documentary stamp taxes while the proposer bears all other closing costs. Proposals remain binding for 180 calendar days following opening.
