About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI document) for a sole-source award under 10 U.S.C. 3204(a)(1).
The document justifies a purchase order contract award to Advantor Systems for establishing a standalone Access Control System to replace an end-of-life unit at Building 162 and provide access to new buildings in support of the 437th Special Operations Squadron at Joint Base Charleston. The contracting activity is AMC (628 CONS/PKA), with the acquisition valued under $10M. Advantor is the sole source because it is the only approved company with current credentialing compliant with Intelligence Community Directive (ICD) 705 for physical security information system compliance testing. A competing company has been disqualified due to insufficient licensing and credentials. The system must enable administrators to set facility access levels, monitor access reports, and enroll Common Access Card (CAC) users, with associated ancillary components including laser report printers and Level II enrollment card readers. The contract will be firm-fixed-price, awarded following RFO Part 12 and Part 6 procedures. Advantor holds GSA Schedule GS-07F-039DA, allowing GSA pricing application where applicable; however, some items are open market and not listed on the GSA Schedule. A PNOI (Notice of Intent to Award Sole Source) was posted to SAM.gov for 15 days with no conflicting responses received before closing on 18 April 2026. An SF1449 will be issued for quote request. The justification was certified on 13 May 2026 by Contracting Officer Nicole Alvarez and Technical and Requirements Personnel Charles Thurman.
