ADVANCE NOTICE OF PROPOSED CONTRACT ACTION

Subject: Senior Acquisition and Assistance (S/A&A) Advisor Solicitation Number: N/A Notice Type: Advance Notice of Proposed Contract Action Date: September 19, 2022

Synopsis: The United States Agency for International Development (USAID), Mission to El Salvador, intends to effect an extension of approximately three months to the contract of the incumbent Senior Acquisition and Assistance (S/A&A) Advisor. The purpose is to obtain critical services in the Acquisition and Assistance (A&A) function and to complete several award processes which are currently in progress. The period of performance under the extension period will be from October 19, 2022, to o/a January 27, 2023. The Senior A&A Advisor provides technical expertise, assisting in the planning for a broad range of contracting and procurement activities, including participating in the formation of policies and guidelines to further contracting and procurement activities in the geographic area, and coordinating program development, implementation, and performance monitoring plans. Provides technical guidance and assistance in the negotiation and awarding of contracts and assistance instruments. The total estimated costs for the extension period will be USD $55,782 for approximately three months.

Contract costs are estimated at $50,337 and local support costs are estimated at $5,445. The period of performance under this extension is not to be exceeded and the contract is not to be renewed.

The statutory authority permitting this award extension without pursuing full and open competition is AIDAR 706.302-70(a)(2), Citation; 40 U.S.C. 113, Impairment of Foreign Aid Programs, which states that full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation. It further states in AIDAR 706.302-70(b)(5) and statutory authority 40 U.S.C. 113, that this authority may be used for “[a]n award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays.”

The incumbent has satisfactorily provided services under existing contract No. 72051922S00001.

However, due to significant number of award processes currently underway as part of the Mission’s Annual Program Statement (APS) No.72051921APSAPS 00001, an additional period of approximately three months is required to allow continuity of these specialized services to get to the final award stage without major disruption to the Mission.

No solicitation package will be issued. This notice of intent is not a request for competitive proposals. Please refer any questions to Andrew Reese, Contracting Officer at areese@usaid.gov and Irma Escolan, Regional Procurement Specialist, at iescolan@usaid.gov.
