About this file

This document is a pre-solicitation notice/synopsis regarding a proposed modification to Contract No. 7200AA21C00056 for the Prosper Africa Trade and Investment (PATI) activity implemented by DAI Global LLC. The proposed modification includes a one-year extension to the period of performance (PoP) and an increase in the total contract ceiling by approximately $55 million, from $520 million to $575 million.

The current PoP is from September 25, 2021 to September 24, 2026, and the proposed extension would move the end date to September 24, 2027. This request is driven by sustained demand for PATI's services from Missions and Presidential initiatives, which have surpassed initial estimates. Additional demand beyond the existing ceiling has been identified, and a ceiling increase requires an extension of the PoP to accommodate new buy-ins after the end of 2024. The current procurement plan includes milestones to ensure the new mechanism is awarded prior to the end date of this extension. This synopsis is not a request for competitive proposals, and any questions should be directed to the Contracting Officer or Contract Specialist.

Synopsis

Prosper Africa Trade and Investment

7200AA21C00056

The PoP extension is proposed for one year, moving the contract’s end date from September 24, 2026 to September 24, 2027. The ceiling would increase from $520,757,945 to $575,757,945.

This request is driven by sustained demand for ATI’s services from Missions and Presidential initiatives, which have surpassed initial estimates. The buy-in amounts during the first three years of operations have nearly reached the current ceiling, with a significant portion already committed. Additional demand beyond the existing ceiling has been identified, and a ceiling increase requires an extension of the period of performance to accommodate new buy-ins after the end of 2024. Without an increase in both the ceiling and period of performance, ATI’s ability to support U.S. government priorities—such as economic development, trade, and investment in Africa—will be severely constrained in the coming years.

The ceiling and PoP increase will also provide time for the next administration to inform the design of the next pan-African mechanism while ensuring USAID maintains an ability to respond to ongoing and new priorities without interruption. The current procurement plan includes milestones to ensure the new mechanism is awarded prior to the end date of this extension.

This synopsis is not a request for competitive proposals. Please refer any questions to Daniel Moore, Contracting Officer at danmoore@usaid.gov or Masood Khan, Contract Specialist, at maskhan@usaid.gov.

Sincerely, Daniel Moore

Contracting Officer
