II. Background
The Office of Chief Information Officer’s (OCIO) Application Delivery Services (ADS) provides support for Software as a Service (SaaS), Platform as a Service (PaaS), and Infrastructure as a Service
(IaaS) products and solutions such as, ServiceNow, Salesforce, Microsoft SQL, Microsoft Analysis
Services, Power BI, and Power Apps and provides support for content management tools and digital experience platforms such as, Drupal and SharePoint for the Office of the Secretary and its BU mission partners at the Herbert C. Hoover building (HCHB) and other ancillary locations in the
National Capital Region.
The ADS program seeks to establish a centralized Enterprise Application and Service Delivery model that unifies Development, Modernization, and Enhancements (DME), Operations & Maintenance
(O&M), and Emerging Technology under a single governance and delivery framework. The goal is to eliminate silos and create an integrated lifecycle where innovation, development, and operations function as a continuous loop, allowing ideas to move seamlessly from prototype to production and into sustained operations, with feedback continuously driving improvement.
The short-term goal is to create a unified governance structure. The team will focus on establishing governance, gaining visibility into the application portfolio, and rolling out integrated processes and procedures.
The medium-term goal is to implement a structured, phased onboarding process to expand application and digital services, bringing bureaus online one at a time. The team will establish clear on-ramp procedures for bureau partners, ensuring smooth integration with existing operations while consistently maintaining high service quality.
The long-term goal is to establish a centralized, enterprise-wide application and digital services team within the Department, operating in a highly automated, innovation-driven environment. By leveraging AI-enabled operations, continuous modernization, and a mature product-based delivery model, the team will simplify complexity, enhance efficiency, and deliver a seamless, consistent experience for all Department users.
III. Information Sought
1. Describe application and digital services structures and approaches you have implemented successfully at other Government agencies similar to DOC.
2. How do you structure and govern teams to support simultaneous Development, Modernization, and Enhancement (DME) and Operations & Maintenance (O&M) for multiple technologies?
3. What are the top risks in consolidating enterprise platforms and how do you mitigate them?
4. Mission requirements and operational needs often result in shifts in priorities across various technology platforms and fluctuations in operations (O&M vs DME); Describe a situation where you supported an organization with a similar dynamic environment. How do you scale resources up and down quickly for changes in priorities while you continue to support ongoing operational capabilities.
5. Provide examples where you successfully consolidated multiple application and digital services vendors/contracts into one.
6. What are the advantages and disadvantages of capacity-based pricing compared to labor-hour or firm-fixed-price level-of-effort models for this type of work? How would you propose charging customers under this pricing model?
7. What metrics do you use to assess the success of application and digital services programs spanning multiple technologies, how have you generated additional measurable value for customers, and what contract incentives or disincentives have you found most effective in aligning vendor performance with desired outcomes?
8. What emerging technologies are relevant to our future environment and why?
9. When a new technology or service is requested for deployment, what processes and methodologies do you follow to assess feasibility, estimate total cost of ownership, assess return on investment, determine implementation impact, ensure seamless integration between
DME and O&M and ensure scalability? Include examples of prior rollouts and lessons learned.
10. Please describe your experience and demonstrated success integrating or deploying AI tools within existing technology platforms (e.g., ServiceNow, Salesforce, Microsoft, etc). In your response, include specific examples of implementations, outcomes achieved, and any challenges encountered.
