NOTE: This is a Request for Information Only. This is not a solicitation for proposals and there is no solicitation planned at this time.
General Information
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and strategic planning purposes as part of NASA’s Office of the Chief Information Officer (OCIO) Enterprise Business Management office (EBMO); it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NASA is not at this time seeking proposals and will not accept unsolicited proposals for any specific Adobe software and licensing solutions discussed in the following. Responders are advised that the U.S.
Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized in accordance with FAR 5.2. It is the responsibility of the potential offerors to monitor SAM.gov and/or GSA eBuy for any possible future solicitation.
1.0 Background
NASA requires consistent and compliant access to Adobe software tools (e.g., Acrobat Creative Cloud, Adobe Cold Fusion, and Adobe Experience Manager) for various mission-critical functions including digital documentation processing, secure portals, creative content development, and license management. Adobe software is proprietary to Adobe. Adobe software tools are already integrated into the current NASA IT architecture that supports multiple NASA missions and organizations across the agency. Adobe products are solely positioned to continue supporting NASA’s current implementation of Adobe eForms and Adobe software product capabilities/enhancements because the products have been tightly integrated into the current NASA IT architecture that supports multiple NASA missions and organizations across the agency. This inherent knowledge has been developed and refined over the course of multiple years and it continues to perform the current services that are supporting the mission and initiatives for the agency. Without the continuation of the various types of Adobe software and maintenance support, NASA would experience an unacceptable risk to all NASA organizations, programs, projects and to other day-to-day operations. Migrating these services to another software product would require a significant amount of time, finance and additional resources that would not be in the best interest of the agency. There would be a substantial duplication of cost and program delays are unacceptable to the mission of NASA.
The anticipated Period of Performance is five (5) years.
