PERFORMANCE WORK STATEMENT

Administrative Engineering Support Services for Assault Craft Unit Five (ACU 5) at Camp Pendleton, CA 92055

1. GENERAL:

This is a non-personal services contract to obtain Administrative Engineering support services required to maintain a physical and electronic technical publications library, provide LCAC subject matter expertise, and conduct craft material inspections for ACU 5 at Camp Pendleton, CA.

The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1. Description of Services: The Administrative Engineer shall maintain the Planning and Estimating Technical Library and provide technical LCAC expertise and support to ACU 5.

1.2. Background: Assault Craft Unit FIVE (ACU 5), located at Camp Pendleton California, provides the operational commander with fully manned, trained, maintained and properly supported Landing Craft Air Cushions (LCACs) ready to conduct prompt, sustained combat and non-combat operations. The LCAC is an air cushioned vehicle for transporting, ship-to-shore and across the beach, personnel, weapons, equipment and cargo of the assault elements of the Marine Air-Ground Task Force. It is a high-speed, over-the-beach, fully amphibious landing craft, capable of carrying a 60–75-ton payload. It is used to transport the weapons systems, equipment, cargo and personnel of the assault elements of the Marine Air-Ground Task Force from ship to shore and across the beach. An LCAC can carry heavy payloads, such as an M-I tank at high speeds. The LCAC payload capability and speed combine to significantly increase the ability of the Marine Ground Element to reach the shore. Air cushion technology allows this vehicle to reach more than 70 percent of the world's coastline, while only about 15 percent of that coastline is accessible by conventional landing craft. The ACU 5 compound at MCB Camp Pendleton is an administrative, operational, training, and intermediate and depot level maintenance facility for the west coast contingent of the Navy LCAC program. It includes 108 acres of service roads, administrative buildings, machine and fabrication shops, 8 LCAC hangars, food service kitchen and dining facility, sleeping and shower facilities, 400,000gallon fuel storage and delivery complex, LCAC control tower with associated communication systems, wash rack, concrete LCAC service apron, logistics and pans warehouse, an operational emergency response fire department facility, armory, and over 1,800 ft. of beach front. Associated systems include: potable water, sewer, contaminated water reclamation and LCAC wash rack, 400 Hz power provided to the apron and hangars, 100 fl. apron lighting and compound security lighting, emergency diesel generation, low pressure compressed air, fire prevention, physical security and cyber systems.

1.3. Given the uniqueness of the LCAC, and the fact most Sailors involved in maintenance come from ships and only serve one tour of duty in the LCAC community, it is imperative to have extensive, accurate and readily available technical documents to support maintenance personnel.

1.4. Objective: The goal of this effort is to improve the mission-readiness and performance of facilities at ACU5. This Technical Library will also provide continuity and consistency that ensures timely craft maintenance and repair, efficient logistics support, and effective training.
