1. Nature and/or description of the action being approved.
a. Acquisition purpose and objectives. The purpose of this procurement is to renew licensing, hosting, and maintenance services for the e-Print Order Reporting Tracking System (“ePORTS”) software that is used by the Office of Administration’s (ADM) Multimedia, Graphics, Storage and Distribution Branch: Licensing ePORTS Base Product; External Hosting; and Maintenance Services by sole sourcing to Innovate Software Solutions, LLC.
b. Project background. NRC procured a proprietary e-Print Order Reporting Tracking System (“ePORTS”) solution in 2018 under an existing purchase order 31310018P0010. ePORTS is a Commercial Off-The-Shelf (COTS) internet application designed to assist government print departments to manage Government Printing Office (GPO) print requests. Functions include: logging user print requests, tracking such print requests and creating all GPO required forms for all GPO requests. ADM uses ePORTS to generate and submit a robust list of order types provided by GPO to both GP and its certified commercial printing contractors to fulfill NRC’s daily support of the NRC’s Commission, the Executive Director Office, program offices, the Regions and the Technical Training Center (TTC). ePORTS also generates comprehensive reports detailing cost information while enabling ADM to track agency usage and billing reconciliation.
The ePORTS application and database resides in a FISMA/FedRAMP compliant environment hosted externally from the NRC. Use of ePORTS requires NRC to renew the licensing, as well as hosting and related maintenance charges, on an annual basis.

This acquisition is conducted under FAR 13.106-1(b). Check this block for acquisitions not exceeding the Simplified Acquisition Threshold (SAT).
4. Description of the proposed contractor(s) unique qualifications to provide the required supply or service.
The COR conducted market research to identify sources that can satisfy the NRC’s requirement to generate print order forms to submit to GPO and GPO certified commercial printing contractors. Phone calls were made to various other Federal Agencies about their method of placing electronic orders with GPO. One agency used their internal OCIO office to create s system unique to their needs. It was determined the cost of develop and implement of this custom software for NRC does not cost effective or timely. A second Federal agency informed the COR that they also use ePORTS. Web searches were conducted with GSA Advantage and GSA eLibrary which did not provide any answers.
Innovative Software Solutions, LLC (ISS) ePORTS Base Product software is currently the only software available to the NRC that meets all the requirements. The ePORTS web-based software gives subscribed users access to GPO and GPO approved contractors. With ePORTS the NRC can request printing of books, pamphlets, brochures, business cards or any other product that GPO offers from outside vendors contracted by GPO. The market research performed indicated that only Innovative Software Solutions can satisfy NRC's requirement through the company's proprietary software ePORTS.

If subsequent acquisitions are anticipated, the COR will perform market research to determine if there are any other sources that can satisfy the requirements and, if there are other sources, the COR will request that the requirement be competed to the extent possible. `
b. AMD will closely scrutinize future requests for renewal of ePORTS Base Product software licensing, as well as related external hosting and maintenance services and will ensure that any restrictions to the competition are adequately supported and documented.
