JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (JOFOC)
Version Control Date: October 7, 2015
Date: ______3/01/2018____
REFERENCE: Renew yearly Autodesk AutoCAD software maintenance used for space planning and with ARCHIBUS for SPMS
“Source Selection Information – see FAR 2.101 and 3.104”
1. Nature and/or description of the action being approved.
1. Acquisition objectives.
The U.S. Nuclear Regulatory Commission’s (NRC) Office of Administration (ADM) has a requirement to renew software licenses and maintenance on Autodesk AutoCAD software licenses for space planning, design and modelling, as well as utilizing the software in conjunction with the Space Planning and Property Management System that uses ARCHIBUS COTS software for space planning, visitor access request management, parking management, property management, inventory control, property redistribution, disposal, and management. The specific software maintenance will include Autodesk Building Design Suite Premium Government Subscription (includes AutoCAD Revit), Autodesk Building Design Suite Standard Government Subscription (includes AutoCAD), and Autodesk AutoCAD Government Subscription Renewal.
Autodesk AutoCAD software licenses are instrumental in addressing the critical agency need for space planning, overall space utilization, and property management. Autodesk AutoCAD utilized with the ARCHIBUS license subscription is the enterprise wide system to track and monitor move requests related to the White Flint Complex (WFC III) consolidation.
Renewing the Autodesk AutoCAD license subscription ensures that space planning and modelling using Autodesk AutoCAD drawings and the property management functions of SPMS are available via the web and represent the most cost effective strategy.
NRC seeks to renew its existing Autodesk AutoCAD software licenses. The estimate value of the annual software subscription to maintain the current service level is TBD. With four option years included, the overall contract value for five years is TBD
1. Project Background Autodesk AutoCAD software licenses are currently used by NRC to facilitate building drawings in conjunction with ARCHIBUS usage to facilitate equipment accountability, inventory management and space planning modules, maintains data records for all equipment, furniture and supplies; maintains an audit trail or history file on each piece of equipment as it is moved from one location to another; provides inventory capability using scanner to read the property bar codes; provides self-calculating depreciation schedules; generates standard and ad hoc reports; provides barriers between users and protected resources with different level of access for system administrators and property custodians. NRC also uses Autodesk AutoCAD Revit for modelling new space for building consolidation and restacking offices. NRC utilizes Autodesk AutoCAD with ARCHIBUS to optimize overall space utilization and occupancy levels in the WFC, including re-designing existing floor plans to create more workstations and converting conference and training rooms into office space.
1. Description of the supplies or services required to meet the agency’s needs.
1. Project title.
AutoCAD Software Maintenance Renewal for the Space Planning and Property Management System (SPMS)

1. Requisition number.
ADM-18-0067
1. Identification of the justification rationale.
☒ This acquisition is conducted under FAR 13.106-1(b).
1. Description of the proposed contractor(s) unique qualifications to provide the required supply or service.
There are no unique qualifications for the current contractor but any proposed contractor needs to sell the COTS packages listed above.
ARCHIBUS is the main COTS software used in the Space Planning and Property Management System (SPMS). SPMS has been used for the space planning, property management, visitor access, and parking management for many years at the NRC. SPMS is an integrated system that has AutoCAD drawings as one of its components. Scripts are written to incorporate AutoCAD specifically into the ARCHIBUS application and ADM uses this specific software for all agency CAD drawings for space planning. AutoCAD Revit, another component version and a 3D modelling software, is also used by the ADM to model building designs outside of SPMS. To change the AutoCAD software would require rewriting all of the code for SPMS as well as redesigning all of the drawings that have been created with AutoCAD. AutoCAD is needed to work with ARCHIBUS to integrate the drawings into the ARCHIBUS software.
