About this file

This is an Exemption from Competition Request Form submitted by the Idaho Department of Administration (ADM) to the Division of Purchasing (DOP) for temporary staffing services related to landscaping and grounds maintenance. The Department of Public Works requires staffing services to supplement insufficient internal personnel for lawn fertilizing and maintenance, landscape enhancements, planting and pruning, snow and ice removal, and sprinkler repair. The procurement is characterized as a one-time purchase with an anticipated total cost of $50,000.00. The request was submitted on April 21, 2025, with administrative approval anticipated on April 22, 2025. The exemption is needed on an interim basis while DOP develops and executes a formal landscaping solicitation that will allow all qualified vendors to compete.

The Department of Public Works seeks this exemption from competitive procurement based on the claim that the required benefits are not currently available through the existing statewide temporary services contract with Personnel Plus. The agency asserts that completing a competitive procurement process under current circumstances would be impractical, unreasonable, and disadvantageous, citing the immediate staffing needs. The proposed supplier is identified as "Unknown" pending final determination. The exemption was submitted for optional posting and public notice prior to final administrator approval, allowing interested suppliers an opportunity to provide information supporting or contradicting the exemption claim through IPRO or via email to purchasing@adm.idaho.gov.
