The project scope involves visual and ultrasonic testing of 4" and 6" steel support columns in the East, West, and Pole barns to assess structural integrity; replacement of deteriorated columns that are structurally unsound with new structural steel pipe columns of matching diameter; removal and replacement of concrete curbs as necessary; preparation and painting of all columns black; and compliance with hazardous materials protocols including asbestos, lead paint, and PCBs. The work was identified as a Priority 1 item in the 2022 Condition Assessment and Maintenance Plan. Contractors must respond to this RFI by October 20, 2026, at 2:00 PM AKST via email to dfg.contracting@alaska.gov, indicating their capability to complete all required work and their willingness to participate in a competitive solicitation. Contractors responding to this RFI must demonstrate their qualifications and experience with structural column evaluation and replacement. The project requires submission of an OSHA-compliant work plan addressing safe work practices, worker protection, and hazardous materials exposure management. An additional hazardous materials assessment may be required prior to construction. Contractors must coordinate with ADF&G and the State Historic Preservation Office (SHPO) for approval, as the barn is registered on the National Register of Historic Places. No pricing information is provided in this RFI, as it is a preliminary inquiry to determine project feasibility and contractor availability. Procurement Officer Eric Verrelli (907-465-6178, eric.verrelli@alaska.gov) serves as the primary contact for all inquiries. Administrative Order 352 applies, prohibiting contractors who support or participate in boycotts of the State of Israel from contract participation, except for businesses with fewer than 10 employees or contracts under $100,000.

Attachment 1 – Scope of Work

Contract for Creamer’s Barn Stabilization and Repair

This work was identified as a Priority 1 item in the 2022 Condition Assessment and Maintenance Plan by Design Alaska. Specific recommendations and language are taken from that report. Specifically reference Section 7.0 Structural, Section 5.0 Hazardous Materials, Appendix 2 : Hazardous Materials Report, and Appendix 3: Stabilization and Repairs Table of Priorities.

Scope of work: Evaluate structural integrity of steel columns in East, West, and Pole barns, replace deteriorated columns, prepare and paint columns not replaced. 4” and 6” steel support columns are present in the barns. These columns show exterior oxidation, some columns are corroded completely through the pipe wall, and others have been measured with calipers and estimated that approximately 50% of the pipe section remained.

• Visual and ultrasonic testing of each column to evaluate section loss.

• Determine columns that are structurally unsound.

• Replace unsound columns with structural steel pipe columns of the same diameter.

• Concrete curb at base of columns will be removed for column assessment and replacement, but only to the extent required to replace each column. Concrete curb between columns should remain undisturbed.

• New columns should be painted black.

• Columns that are not replaced should be prepared for painting by removing exterior rust, and then painted black.

• Hazardous materials are present on site (asbestos, lead paint, PCB’s); available information from the previous hazmat assessment will be provided in construction documents. Contractor will comply with all state and federal regulations related to hazardous materials, including:

o Contractor will submit an OSHA-compliant work plan to include safe work practices, protection of workers, and plan for limiting exposure to materials.

o An additional hazmat assessment evaluating the current scope of work may be necessary prior to construction.

o Disposal methods for any hazmat-containing paint that is disturbed, removed, or falls from the ceiling during construction.

• The work site is registered on the National Register of Historic Places. Contractor will work with ADF&G and SHPO to ensure that proposed work is approved before proceeding with construction activities.
