Questions and Answers (Q &A) for IT Business Grants Consultant – ADF-11-Q-CO-0029-Amendment 0002

SECTION A.

1. Does winning this solicitation make the winning contractor get into an OCI situation thereby prohibiting it in competing or performing any follow-on implementation work?

Answer: The winner may not compete for the follow-on solicitation which may result in part from their consultation work. (See answer to Question 4.)

2. Is the ADF open to considering Government off the Shelf (GOTS) system from other agencies that are involved in similar grants management processes?

Answer: Yes, ADF is open to considering a GOTS.

3. Is the work 100% on site or there is need to do part of the work off site, at our facilities?

Answer: The majority of the work must be performed onsite at ADF.

4. As both a developer of COTS enterprise grants management software and performing as grants management consultants I wanted to know if responding to this solicitation would preclude us from responding to the resultant RFQ for Grants Management Software Solution?

Answer: Yes, you will not be permitted to compete on a resultant RFQ.

5. We are preparing a response to this solicitation. However, we are confused by the NAICS in use. The solicitation states that NAICS 541512 is to be used, but the FBO posting lists 541690. Their size standards differ ($25m for the former, $7m for the latter).

Answer: The correct NAICS code is 541512

6. Which NAICS code and size standard applies to this solicitation?

Answer: The correct NAIC code is 541512

7. Our company satisfies the small business size standard for NIACS code 541512 but we do not satisfy small business size standard for the NIACS code 541690, which is substantially smaller. Can you please clarify the small business size standard that the USADF will apply to this procurement?

Answer: The correct NAIC code is 541512

8. On review of the grants management functional requirements and IT technical requirements, we believe the USADF would be best served by applying several subject matter experts during the development of the deliverables, i.e. Grants Management specialist, IT System Life Cycle specialists and Project Management specialist. Our consideration is that it would not be cost effective to assign multiple staff on a full time basis to this effort. With reference to section 8.1 Place of Performance and in the context of a Firm-Fixed-Price contract with milestone project milestone deliverables, will the USADF consider a proposal to do the work at the contractor site so as to optimize the availability of different skill sets?

Answer: The majority of the work must be performed onsite at ADF.

9. If the USADF is positive with regard to question 2 above, then please confirm that the provisions of section 8.2 Work Hours and Operation, inclusive of 8.2a and 8.2b, do not apply as the contractor will be responsible for delivery of the products of the project on a fixed price basis, pursuant to an approved project schedule.

Answer: 8.2 a (Scheduled Absences); 8.2b. (Unscheduled Absences) will be deleted. Section 8.2 will be retained.

10. How should we price our proposal? The pricing table includes subCLINS like 0001AA, AB, etc. Should these subCLINS be separately priced? Also, should the option periods be priced?

Answer: The offeror shall separately price Items 0001AA-0001AD. For the Option Period, please provide an hourly rate and availability.

Please note: The Option Period has been revised as follows: (Please see Attachment 1) in Amendment 0002 Option Periods have been reduced to (1) One Option Period as follows: (Option Period 1: November 1, 2011- December 31, 2011)

11. Is all work required to be completed on-site, or can some work be conducted off-site?
