About this file
This is a procurement letter from the California-Nevada Section of the American Water Works Association (CA-NV AWWA) and the California Water Environment Association (CWEA) to the Arizona Department of Environmental Quality (ADEQ) certifying the uniqueness of the AWT3 certification exam item bank. The letter, dated April 10, 2024, confirms that ADEQ intends to acquire the original AWT3 item bank to expedite the launch of Arizona's Advanced Water Purification (AWP) certification program. The AWT3 exam represents the only comprehensive assessment of both drinking water treatment and wastewater treatment operators available in the United States and internationally. ADEQ will be permitted to revise the item bank contents to align with Arizona's regulatory requirements and operational needs. The procurement was posted as a sole source notice on April 23, 2024, with a response deadline of April 26, 2024, indicating an expedited acquisition timeline.
The original item bank will be treated as confidential and proprietary information belonging to CA-NV AWWA and CWEA, with ADEQ granted permission to use and modify it for certification purposes. No specific budget information, set-aside designations, or contract term details are provided in the letter. The procurement is structured as a sole source acquisition, reflecting the unique and specialized nature of the exam item bank with no competitive alternatives available. Contact information for both organizations is provided through Steven Garner, Director of Certification for CA-NV AWWA, and Norah Duffy, Director of Certification for CWEA.

Vanessa Mendoza Arizona Department of Environmental Quality
Dear Vanessa, The ADEQ seeks to leverage an existing certification exam item bank created by the California-Nevada
Section of the American Water Works Association (CA-NV AWWA) together with the California Water
Environment Association (CWEA) to assess candidates for the Advanced Water Treatment Operator
(AWTO™) role.
The AWTO certification program of three grade level exams is the only comprehensive assessment of both drinking water treatment and wastewater treatment operators in existence across the United
States of America (and internationally, to our knowledge) assessing knowledge, skills, and abilities of potential AWT Operators.
The AWT3 grade level certification exam is therefore unique and only available through the collaborative effort of CA-NV AWWA & CWEA.
The AWT3 original item bank to be provided to ADEQ under the proposed agreement will provide an expedited launch of the ADEQ Advanced Water Purification (AWP) certification program. ADEQ will be permitted to make such revisions to the item bank contents as best serves the needs of Arizona regulations and the operators to be certified. The original item bank shall be treated as confidential and proprietary information belonging to CA-NV AWWA & CWEA with ADEQ permission to use and adjust to suit ADEQ needs.
