Address Verification SOW Background

The software development (SD) team would like to incorporate of real-time address verification as part of the case creation and attorney registration (eRegistration) processes. To that end the SD team needs to identify and procure an address verification API which would provide accurate and immediate postal address verification.

This will enable the seamless integration into ECAS applications with minimal or no impact to the user community and ensure that the addresses which are collected or changed are valid for mail delivery.

Why Address Verification?

Address validation is the process of checking a mailing address against an authoritative database to see if the address is valid. If the address in question matches an address in the official database, the address "validates", meaning it's a real address. Addresses that do not match any addresses in the database are marked as "invalid", meaning the address either doesn't exist or isn't registered with the official postal service. In the United States, the authoritative database for address lookups is the USPS.

Approximately 1,500 addresses are entered and/or changed in the case and eRegistration applications on a daily bases. An increasing number of these addresses are found to be inaccurate due to spelling errors, leading and trailing spaces, bad zip codes, etc.

What is CASS Certification?

The Coding Accuracy Support System (CASS) enables the United States Postal Service (USPS) to evaluate the accuracy of software that corrects and matches street addresses. CASS certification is offered to all mailers, service bureaus, and software vendors that would like the USPS to evaluate the quality of their address-matching software and improve the accuracy of their ZIP+4, carrier route, and five-digit coding.

For software vendors and service bureaus, CASS Certification must be renewed annually with the USPS to meet current CASS Certification cycle requirements.

CASS Certified products are listed in USPS literature and on its web site. CASS software will correct and standardize addresses. It will also add missing address information, such as ZIP codes, cities, and states to ensure the address is complete.
