The high-level business vision of MassDOT (Department of Transportation) is “Leading the Nation in Transportation Excellence,” with a mission to “Deliver excellent customer service to people who travel in the Commonwealth and to provide our nation’s safest and most reliable transportation system in a way that strengthens our economy and our quality of life.”
To support that vision and mission, the RMV has articulated its strategic vision as follows: “To be the National Leader in Putting the Customer First – across Service, Information, Security, and Safety.”
The Registry of Motor Vehicles Modernization (RMVM) program aims to upgrade the existing Automated License and Registration System (ALARS). ALARS was originally implemented in 1985 and, since that time, has continued to serve the RMV well, processing 6 million transactions daily, and collecting $1.3 billion in revenue annually. ALARS is the largest non-tax revenue system generator for the Commonwealth and a major contributor to local aid. The mission of the RMV is rapidly expanding while the system is aging and the technical limitations are impeding the ability of the system to keep up with increasing business demands.
The RMV plans to establish online accounts for all Massachusetts drivers, and introduce new software that will link a person’s driving record with their vehicle’s registration records. Other enhancements include: placing Registry branches with electronic kiosks at AAA offices, supermarkets, and big-box stores, and provide electronic driver’s licenses that can be uploaded onto smartphones. The modernization process will take place over the next four years, with many changes being implemented in 2014.
