4W11 Cable Assemblies

2.1 Technical Capability (Factor 1)

The Offeror shall provide information and documentation to clearly and concisely identify the Offeror’s overall ability to meet the requirements of the solicitation.

2.1.1 Delivery Schedule (Subfactor 1): Offerors shall submit a plan to deliver at least one cable by April 7, 2025 and at least one cable once every five weeks thereafter, if possible. Else, the offerors shall submit the quickest delivery schedule they can offer. Offerors shall also submit their lead-time in weeks for any Options exercised after Contract Award.

2.1.2 Clearance Requirement (Subfactor 2): Offerors shall supply a signed and notarized affidavit attesting that the signee has reviewed the test pressure and has access to a suitable secure facility to perform the pressure testing. The signee must hold a Confidential or higher clearance.

2.1.3 Quality Certifications (Subfactor 3): Offerors shall supply a copy of the certification document signed by the ISEA that the vendor is qualified to build 4W11 cables based on having passed the 5893814-53711 preproduction tests.

2.2 Past Performance (Factor 2): In a separate attachment (not to exceed 3 pages), provide information relative to past performance. Provide a list of all (maximum of 3) contracts and subcontracts that are currently in process or have been completed during the past three (3) years for either production of 4W11 cables or other cables of equal or greater length, size and complexity. If the maximum is exceeded, list the 3 most current actions. Contracts listed shall include those entered into with Federal, state or local governments as well as commercial customers. Offerors shall provide the following information relative to past performance:

i. Contract Title

ii. Date of Award

iii. Name of contracting activity or commercial firm

iv. Contract type

v. Total contract value

vi. Brief narrative (less than 20 lines) describing your involvement in the effort, relevance, complexity, objectives achieved, and types of personnel who performed under the contract. Include a list of all major subcontractors.

vii. Procuring Contracting Officer* (PCO) and telephone number

viii. Administrative Contracting Officer* (ACO), if different, and telephone number

ix. Government Program Manager* or COR, and telephone *Or non-Government official with similar duties or rank

Offerors must also provide at least one reference from prior customers showing satisfactory performance

Evaluation for Award

Rating Description Pass Quote meets requirements, past performance, and indicates a thorough approach and understanding of the requirements.

Fail Quote does not meet requirements, and/or past performance and contains one or more deficiencies.

Quote is unawardable.
