Additional Q&A

1. When the site visit was rescheduled, the updated information was provided with Amendment
001. It appears that Amendment 001 has been removed from SAM.gov and the site visit reschedule was posted as a "Special Notice". Please confirm that Amendment 001 has been
"voided" and offerors do not need to acknowledge this Amendment.
Answer: Amendment 001 is still valid and posted on SAM.gov.
2. Please confirm Transmittal Letters, Commitment Letters, and Tables of Content do not count towards the overall 60-page count maximum.

3. Would GPO please consider excluding the Draft QC Plan from the overall page count – a typical draft QC Plan would be 30+ pages in length.

4. Please confirm that the Excel pricing spreadsheet file’s contents is excluded from the overall page count maximum.

5. Please provide the existing fire alarm system/vendor on-site that services the building.
Answer: Fire alarms are handled internally. Contact information can be shared after contract award.
6. Section III.A.3.(ii) states: The contractor will take the plumbing fixtures into consideration.
The condition and useful life of the existing ones are not expected to be good. Please confirm
Plumbing Scope. It is unclear what the plumbing scope is related to this project.
Answer: Plumbing is not expected to be within scope. That clause was included as a precaution in case something was discovered during the period of performance.
7. Section IV.A.7.(vi) states: Plumbing verification (dead legs existing conditions) Please clarify

8. AHU 15A is a constant volume, pneumatically controlled AHU that currently supplies air to most of the floor. It is in the Mechanical Room C530/541 and was installed around 1976. The equipment is in working condition but is nearing the end of its life cycle. Is replacement of
AHU-15A part of this SOW?
Answer: AHU 15A is to be replaced completely.
GPO wants the offeror to design/install two AHUs. One AHU will service the space defined in the scope of work and will require all new, oval ductwork. The second new AHU will replace
AHU 15A and service the same area minus the space defined in the scope of work since that will be handled by the first new AHU. The ductwork not servicing the smartcard operation is existing to remain unless a modification is necessary for the separation of ductwork between the two new
AHUs.
Answer: The contractor is also responsible for rebalancing the floor encompassed by both new AHUs
9. Heating is maintained via a series of reheat coils scattered around the space which are due for replacement. For cooling, there exists a chilled water line on-site if needed. Dehumidifiers provide the space with additional climate control and are also due for replacement. Is replacement of dehumidifiers part of this SOW? If so, please clarify where and how many.
Answer: Replacement of all HVAC equipment in the smartcard manufacturing area, including dehumidifiers, is part of this SOW. Ductwork and equipment outside of the
Smartcard manufacturing area is existing to remain unless modification is necessary to meet contract requirements.
Consult attachment 4 for the quantity of dehumidifiers that service the Smartcard
Manufacturing area. More information can be shared after contract award.
10. The Contractor shall ensure there is new insulation for the duct work in Bridge 51. This work will need to be coordinated with GPO’s safety team for scheduling purposes. Is the intent to abate all ductwork insulation in the area or is the ductwork being modified or replaced? We request that GPO mark up the ductwork on the drawings there is a clear understanding on how much replacement insulation is needed.
Answer: Bridge 51 Dimensions have been shared in additional document. Drawings of the ductwork cannot be supplied at this time so the offeror should use their best judgement based on these dimensions and photos provided.
11. Bid Bond is required but did not give a percentage.
Answer: 20%
