About this file
The document is an Additional Question response related to the MGC Central Monitoring System contract opportunity issued by the state of Massachusetts. The question pertains to the requirement in Section 2.2.5.1 of the RFR to provide the percentage of contract dollars that will be recycled into the Massachusetts economy through the use of Massachusetts sub-vendors, suppliers, and joint venture partners, without revealing the total estimated 10-year contract price. The response indicates that while providing a percentage and breakdown could allow the total contract price to be calculated, the pricing and business responses will be evaluated for all submissions, so the agency is not concerned that this will impact the reviewer's opinion.

Additional Question
Q. Per 2.2.5.1 Economic Benefit states “The percentage of Contract dollars to be recycled into Massachusetts’s economy in support of the Contract, through the use of Massachusetts sub-Vendors, suppliers, and joint venture partners. Vendors should be as specific as possible, providing a breakdown of expenditures.”
How do I respond to this RFR requirement without stating the total estimated 10 year contract price? If I provide a “percentage,” and provide a “breakdown” of the dollars to be recycled into Mass, it is quite easy to calculate the 10-year contract price we are proposing and submitting separately?
A. I understand that it would be easy for someone to do the calculations. However, both pricing and business responses will be evaluated for all responses so I am not concerned it will change the opinion of a reviewer.
