Section 3 Price

Submissions shall meet at least, the criteria described in the Scope of Work above.
Section 2: PAST PERFORMANCE
Offerors shall submit past performance information on at least two (2) but not more than four (4) recent and relevant contracts (within the past three years from the date of the solicitation). If more than four contract references are submitted, only the first four will be evaluated. References may include performance on contracts for Federal, State and local Governments as well as private commercial firms of similar size and scope.
Section 3: PRICE.
Offerors shall provide fully burdened (including excise taxes) pricing for all item/s specified on each Item Number of the solicitation.
B. FAR 52.212-2, Evaluation – Commercial Items (January 2017)
EVALUATION CRITERIA AND THE BASIS FOR AWARD
(1) The Government intends to award a single Firm Fixed Price, contract resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation in accordance with the factors in the solicitation. The offeror’s quotation shall be in the form prescribed by, and shall contain a response to each of the areas identified in solicitation provision
FAR 52.212-1 entitled “Instructions to Offerors – Commercial Items” and its Addendum. The evaluation of quotations will consider the offeror’s non-price quotation more important than the offeror’s price quotation.
The Government intends to evaluate quotations and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and non-price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary.
The Government reserves the right to award the contract to other than the lowest priced offeror. The evaluated price will be the offeror’s total proposed price. The total proposed price is determined by adding together the proposed prices for all CLINs for the ordering period.
(2) The non-price evaluation factors are listed below in descending order of importance:
a. Management Approach – 40 Points
The quotation will be evaluated on the management approach that will successfully accomplish the requirements of the Statement of Work. Adequacy and availability of pertinent staff to perform the duties throughout the period of performance. Essential skills of staff to meet the needs of the ACGME program including responsiveness to requests and data management.
b. Performance Approach – 40 Points
The quotation will be evaluated on the approach to identify, mitigate and reduce performance risks. A discussion of the transition of data within the system and through to the Government.
Ensuring the continuity of operations, adherence to Federal IT standards and to the confidentiality of data.
c. Past Performance – 20 Points
The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Offerors lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance. However, the quotation of an offeror with no relevant past performance history, while not rated favorably or unfavorably for past performance, may not represent the most advantageous quotation to the Government and thus, may be an unsuccessful quotation when compared to the quotations of other offerors. The offeror should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance. If an offeror fails to provide any past performance information which is similar in scope, magnitude and complexity to that which is detailed in the RFQ or fails to affirmatively state that it possesses no relevant directly related or similar past performance, the offer may not be awardable. The Government will consider the quality of offeror’s past performance. This consideration is separate and distinct from the
Contracting Officer’s responsibility determination. The assessment of the offeror’s past performance will be used as a means of evaluating the relative capability of the offeror and other competitors to successfully meet the requirements of the RFQ. In determining the rating for the Past Performance evaluation factor, the Government will give greater consideration to the contracts or efforts which the Government feels are most relevant to the RFQ.
An offeror determined to have no record of relevant past performance (or in an instance where no information on the offeror’s past performance is available), will not be evaluated favorably or unfavorably for the Past Performance factor.
When an offeror is determined to have relevant past performance, the quality of its past performance will be evaluated; an offeror whose past performance demonstrates either a low expectation or no expectation that the offeror will be able to successfully perform the required effort will be considered ineligible for award.
(3) Method of Evaluation is as follows:
Non Priced – Numerical Rating (up to 100 points available)
Management Approach - 40 Points
Performance Approach - 40 Points
Past Performance - 20 Points
C. FAR 52-212-3 - Offeror Representations and Certifications—Commercial Items

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management
(SAM) website located at https://www.sam.gov/portal. If the Offeror has not completed the annual https://www.sam.gov/portal representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.

The preliminary notice does not commit the Government to an extension.
