About this file

This is an Additional Information document for a Request for Quote (RFQ) for food products. The document outlines critical policies and procedures that will govern the award and performance of this contract for the Federal Bureau of Prisons, specifically for FCI Cumberland in Cumberland, Maryland. The government reserves the right to award on an "all or none" basis using a "Best Value Continuum" approach, with evaluation criteria including price, past performance, and specifications. All quotes must be submitted by March 10, 2026 at 4:00 PM on the Unison Marketplace platform. Deliveries are on an FOB Destination basis, and all shipping and restocking fees are the vendor's responsibility.

The document emphasizes the critical importance of on-time delivery performance, noting that the Federal Bureau of Prisons has previously declined awards to vendors with delivery problems that impacted meal planning and preparation operations. Any items not delivered by the required date will be cancelled and funds de-obligated, with non-delivery incidents documented in the vendor's future past performance evaluation. The government indicates it will maintain these stringent procedures given the operational impact of supply failures on prison food services and procurement costs. Interested vendors are directed to contact Travis Schneider, Food Services Administrator, at tschneider@bop.gov for questions regarding product specifications.
