About this file
This is an Additional Information document issued on December 23, 2024, by the Oregon Department of Transportation (ODOT) for the ESB OR542 (Powers Highway) MP12.66 Culvert Replacement project. The project involves culvert replacement work on a critical roadway that serves as the only route for emergency personnel, residents, the parks department, and rock quarries. ODOT will supply the culvert pipe, which is currently located at ODOT's yard in Coaledo and must be picked up by the contractor. The contractor is responsible for providing all installation materials including bands, anchor assemblies, and other necessary components. Upon completion, contractors must place 8 inches of asphalt in the trench, with payment based on actual quantities placed rather than the original thickness removed. ODOT will install culvert ID markers, and the contractor is not required to stripe the roadway but must place temporary reflectors in lieu of removed striping.
The contractor must pothole to confirm the existing asphalt thickness, estimated at 1–2 feet, and must coordinate disposal of removed materials with the adjacent landowner, Mr. Brown, as ODOT stockpile areas are not available for permanent storage. Full road closure is prohibited due to the roadway's critical emergency access function. The asphalt tonnage specified is an estimate only, with final payment based on actual placement. All workers must coordinate with ODOT regarding pipe delivery logistics and project scheduling to minimize disruption to emergency services and other authorized users of the roadway.
