Addendum 4: Joint Base Andrews (JBA) Services and Facilities for Field Service Representatives (FSRs) The Government agrees to furnish the contractor FSRs certain base support which will be made available in reasonable amounts. The contractor shall report any inadequacies or non-availability of items, together with a recommended plan for obtaining the items. The contractor shall maintain facility office/warehouse spaces in a clean, neat, and orderly fashion, free from fire and safety hazards. AF shall furnish all equipment, materials, and tools as required by the contractor to maintain facilities. AF shall be responsible for facility repairs, exterior appearance, lawn service, snow removal and general maintenance.

Discrepancies shall be reported to the assigned COTR or building custodian. Contractor shall be provided the approvals and ability to contract installation of commercial telephone and High Speed Data lines, equipment and networking wiring into the office areas. Contractor shall be responsible for initial reasonable and customary charges typical of such installations. When needed, the contractor shall coordinate requests for support with the appropriate base office to obtain Government provided maintenance on Government provided phone/data interconnecting wiring that are allocated for use with the contractor’s phone/data system.

Base services in reasonable amounts determined by the Base Commander on a no-charge basis as follows:

a. Mail pick-up and delivery

b. Base bus and taxi service

c. Permanent base pass identification with CAC type card with escort capabilities and private vehicle registration

d. Base fire, security and waste disposal services for all areas

e. Adequate climate controlled office/conference/library room space with 24/7 access to bathrooms in near proximity to office area with adequate outside parking. Space should meet the minimum objectives listed below.

f. Installation of Communication and power requirements for this space includes:

1. Commercial Broadband or High Speed commercial data line

2. Two Class “C” and two Class “A” telephone lines

3. 115 volt power receptacles

4. Military PC and connection as required to access Andrews AFB LAN

g. Utilities (excluding monthly service for Commercial Broadband or High Speed commercial data line and Class “A” telephones) will not be charged to the contractor

h. MWR/Club facilities privileges

i. Flight line vehicle pass

j. Flight line vehicle training

k. GS-11 status for contractor personnel

l. Ambulance and emergency medical care will be provided on a reimbursable basis

m. Three handheld radios and chargers on frequencies compatible with flight line maintenance.

Government Support to JBA FSRs Involved in Flight Operations

The following provisions will apply when contractor employees are involved in Gulfstream Executive Aircraft (GEA) flight operations or dispatched to support an aircraft away from JBA.

a. The contractor employees will participate in a crew member status and be authorized as Mission Essential Ground Personnel

b. The contractor employees will be granted GS-11 status while on support missions for the purpose of billeting

c. The contractor personnel will be granted access to military/Government facilities while deployed away from JBA

d. The Government will provide military unique specialized training (altitude chambers, survival, etc.) and certification on contractor personnel, as required

e. The Government shall assist the contractor with travel/lodging arrangement while on support missions

f. The Government shall assist in obtaining official passport clearance I.D., visas, etc. for contractor personnel as required.

g. The Government will provide Government/military non-combatant identification for contractor
