About this file
This document is an Addendum No. 2 issued by the Florida Fish and Wildlife Conservation Commission (FWC) related to the Cedar Key Elevator Modernization contract opportunity, Solicitation No. FWC 22/23-#112C. The addendum provides answers to written questions submitted by prospective bidders regarding the project specifications and requirements. Key details include clarification that the existing elevator equipment room is adequately air conditioned and no changes are necessary, the elimination of the proposed hoistway ventilation components, and the replacement of a heat detector with a smoke detector in the elevator machine room. Additionally, the addendum addresses other questions related to the fire alarm system, electrical requirements, and the existing electrical conduit and wiring.
The related state and local contract opportunity is for the Cedar Key Elevator Modernization project, which is being solicited by the FWC. The project involves modernizing the elevator at the Cedar Key location. Bids are due by 3:30 PM (ET) on Monday, August 28, 2023. The project is located within Leon County and the City of Tallahassee, Florida.

FWC SOLICITATION ADDENDUM 2
BEGIN ADDENDUM
QUESTION #1
1. Mechanical - Specification has installation of machine room air conditioning, but there is no machine room AC in the drawing package. The machine room was very hot on the survey and there did not seem to be any conditioned air coming out of the wall vent over the disconnects. Request clarification of machine room AC design. Recommend a minisplit AC for the machine room.
ANSWER #1
Elevator equipment room (machine room) is currently served by FCU #4. Air conditioning is adequate in this space. No changes are necessary.
QUESTION #2
2. Mechanical - I believe the new hoistway forced air ventilation addition as designed could cause a much accelerated rate of corrosion of the metal in the elevator hoistway. Code does not require any hoistway ventilation. I understand that with the 1st floor being open to the outside, there is a comfort issue and perhaps mold/mildew issue with the stagnant, unconditioned air in the hoistway, but a steady flow of make up air from the outside as shown on A1.1 A104 will significantly shorten the lifespan of the metal components in the hoistway. Recommend not installing the new opening per note A104. Proposed options:
a. Don’t install any of the specified hoistway ventilation components. Program the elevator when it is waiting for a call to be on the 2nd floor with the doors open. That will address the comfort issue and keep the elevator interior exposed most of the time to a conditioned environment. Lowest cost.
b. Use the landings as the source of make up air with a lower flow ventilation fan. The landing doors are not airtight, but would not provide the effective venting area that the 1st floor vent would.
c. Have the elevator provide a output dry contact signal only when the elevator doors are open on the second floor to control the fan operation. Only have the fan run when the 2nd floor elevator doors are open. Could probably still use the specified fan for this operation.
ANSWER #2
FWC elects to proceed with the proposed alternative approach “a”. Ventilation components will not be installed in the hoistway, and the elevator will be programmed to leave cab at level one with the doors open when it is waiting for a call.
QUESTION #3
3. Mechanical - Note M108 on M1.1 calls for replacement of sump pump for like kind. Existing sump pump does not have oil sensor shutoff. Recommend new sump pump has oil sensor shut off and a new sump cover is installed along with the sump pump.
FWC SOLICITATION ADDENDUM 3
ANSWER #3
The existing elevator pit sump is too small for the oil sensor pump normally specified. If a pump that would work withing the given constraints and not require enlarging the existing sump, we would not object.
QUESTION #4
4. FA - Recommend a addressable photo smoke detector in the elevator machine room vice a heat detector. Expectation is the machine room will be air conditioned.
ANSWER #4
The machine room is currently air conditioned. A smoke detector will be used in lieu of heat detector.
QUESTION #5
5. FA - NFPA 21.3.6 specifically prohibits a smoke detector in an unsprinklered elevator hoistway unless they are installed to activate hoistway smoke relief or initiate Phase I recall if there are elevator machines or controllers in the hoistway or there is a control space in the hoistway. Neither of these conditions apply in this case. Recommend removing the smoke detector from the hoistway in the design.
ANSWER #5
Smoke detector will be removed from top of elevator shaft. Minor drywall repair at top of elevator shaft will still be required.
QUESTION #6
6. FA – Recommend ground floor landing devices reflect an addressable minimonitor module and weatherproof 135F rate of rise heat.
ANSWER #6
Fixed temperature addressable heat detector will be replaced with 135F rate of rise heat detector with addressable minimum module.
QUESTION #7
7. Elec – Recommend adding installation of new electrical interlock switch with auxiliary contacts for battery lowering device to note 2 on sheet E1.2 per discussion.
FWC SOLICITATION ADDENDUM 4
ANSWER #7
Specifications for Elevator Modernization (Liberty Elevator Experts) 1.5, C) Electrical Requirements 3.b (Work by Elevator Contractor) states:
Auxiliary Power Lowering: Auxiliary Power Lowering will be provided in elevator controller. Elevator systems with auxiliary power lowering operation shall be provided with an auxiliary contact that is positively opened mechanically, and the opening shall not be solely dependent on springs. This contact shall cause the additional power source to be disconnected from its load when the disconnecting means is in the open position.
QUESTION #8
8. Elec – Drawings call for #8 main feed wire in 1” conduit for the elevator main line power and to reuse existing wire and conduit as possible. The existing feed is #10 wire in ¾” conduit. The existing #10 should be good for the new elevator. Request guidance on retaining #10 main feed wire or replacing with all new #8 with larger conduit per E1/2 note 9.
ANSWER #8
No exception taken, provided the existing #10 wire meets the elevator manufacturer’s recommended minimum circuit ampacity.
