About this file
This document is an Addendum to a Request for Proposal (RFP) issued by the California Department of Aging (CDA) for the Multipurpose Senior Services Program (MSSP) in San Francisco County, RFP Number: RFP-MS-2425-77. The addendum modifies the proposal submission process by allowing electronic submissions, clarifies licensing and certification requirements for staff, provides details on participant-to-care manager ratios, confirms there is no differentiation in reimbursement rates for in-person versus remote services, and addresses various other questions related to the PERS (personal emergency response systems) services. The key dates have also been revised, with the final proposal submission deadline extended to April 8, 2024 and the anticipated award date changed to May 2, 2024.
The RFP seeks a contractor to provide all the required MSSP services in San Francisco County. Pricing and rates are negotiated by the selected provider, and they have flexibility in procuring PERS vendors. The current PERS provider information is not provided, as the new awardee is not required to continue using the existing vendor.

Addendum Item 2: Questions and Answers
Question 1: Are there licensing or certification required for staff at our agency?
Answer 1: Yes, there are requirements listed in Chapter 2 of the MSSP Provider Manual. These requirements include the hiring of staff, as well as ongoing licensing/certification checks.
Question 2: What is the staff-to-client ratio?
Answer 2: The acceptable MSSP participant to care manager ratio is 38:1 to 42:1.
Sites are not permitted to operate at a different participant to care manager ratio without prior approval from CDA. CDA recognizes that there are normal fluctuations in monthly enrollment levels and temporary events may result in varying ratios for a short period of time.
Question 3: What is the reimbursement rate for in-person vs. remote services?
Answer 3: The provider is paid using the fee-for-service payment model with set rates for services. There is no differentiation of rates for services provided in-person or remote.

It is their responsibility to contract with vendors and service providers to facilitate all the services required by the program.
