About this file

This is an Addendum (#1) issued by the Department of State Hospitals-Atascadero (DSH-A) for Invitation for Bid #16-10019-000 for Temporary/Relief Water Treatment Plant Operator services. The services require a certified Wastewater Treatment Operator to provide coverage during normal business hours (8:00 AM to 4:30 PM, Monday through Friday) including holidays, with emergency response required within one hour, seven days per week. The work involves operating and maintaining the Wastewater Treatment Plant, Water Treatment Plant, and Water Distribution System in accordance with California Department of Public Health and State Water Resources Control Board requirements. The contractor must provide all necessary materials, supplies, tools, equipment, transportation, licenses, permits, insurance and personnel.

The contract is classified as temporary relief staffing rather than public works, so prevailing wage and certified payroll requirements do not apply. The contractor must have staff who are confined space trained/certified, follow OSHA protocols, undergo background checks, and adhere to drug-free workplace requirements. For ongoing temporary services, the contractor will need to be listed as Chief Plant Operator with the State Water Resources Control Board, though this is not required for intermittent coverage. Sampling is conducted bi-weekly unless mandated otherwise, with an existing sampling contract in place through 2017. The agreement anticipates services for a maximum of eight hours per day on an as-needed basis.

ADDENDUM #1

April 13, 2016

INVITATION FOR BID #16-10019-000

Temporary/Relief Water Treatment Plant Operator

The Department of State Hospitals-Atascadero (DSH-A) is issuing this Addendum to modify and clarify the above referenced Invitation for Bid (IFB) in the following manner:

Item #1:

Revision to IFB number. The correct number is 16-10019-000.

Item #2:

Correction to Sample Agreement (page 36):

Emergency Service – If any part of the system fails to operate properly, a call will be made to the Contractor’s 24-hour service request line. A certified Wastewater Treatment Operator will respond.

Emergency response time will be no more than one hour, seven (7) days a week.

Item #3:

Correction to Sample Agreement (page 37):

This project requires confined space entry. Contractor’s staff must follow the DSH-Atascadero confined space entry program (see DSH-Atascadero Contract Manager prior to service) as well as following all protocols required by Occupational Safety and Health Administration (OSHA), CA Code of Regulations, Title 8, § 5157.

Item #4:

Answers to the Questions that were asked. Duplicate questions were removed.

Question 1: How often do samples go to the lab?

Response: Bi-weekly unless mandated less frequently.

Question 2: The IFB lists licensing requirements, does one person need to hold all required licenses?

Response: It is optimal to have all licensing under one person. License requirements must be met for whoever is on-site conducting the work. It is up to the contractor to provide proper licensure based on the daily services provided.

Question 3: The advertisement is for temporary relief, will ASH eventually be self-sufficient?

Response: DSH-A is currently advertising to fill positions.

Question 4: Will ASH maintain a sampling contract?

Response: Yes. The current contract expires in 2017.

ADDENDUM # 1

TEMPORARY/RELIEF WATER TREATMENT PLANT OPERATOR

Question 5: Does the work described in the IFB require set hours?

Response: Services shall be provided during the hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, including state observed holidays and any required emergency service, on an as needed basis. The Agreement will be for services anticipated for an estimated maximum of eight hours per day.

Question 6: What is the extent of the routine maintenance?

Response: The Agreement will cover maintenance and operations in the absence of the Grade II Wastewater Treatment Operator of the Wastewater Treatment Plant, Water Treatment Plant, and Water Distribution System; and to assure that appropriate maintenance and documentation meet the requirements and standards set forth by the California Department of Public Health (DPH) Health and Safety Code, and the California State Water Resources Control Board (SWRCB) Chapter 9, Division 7 of the California Water Code, Grade II Wastewater Treatment Operator.

Examples (not a prescribed list) are below, a list will be provided during the initial plant overview:

Cleaning of Clarifiers, trickle filter, headworks, etc.

Changing out a pump, check valve, etc.

Change oil on motors, preventative maintenance checks for the muffin monster, high/low water level sensor, chlorine, end of line flushing, etc.

Question 7: A four (4) hour emergency response time may be deemed excessive in the event of a sewer emergency. Is the State assuming the liability of an operator not responding until four hours of being notified in an emergency which can be factored into an enforcement action from the State Water Resources Control Board? Typical response time in the industry is a maximum of one (1) hour.

Response: Emergency response is required within one hour. See item #2 for more information.

Question 8: Is the State requiring the contract operator and assigned personnel have prior experience with operating a secondary WWTP? If so how much experience?

Response: The State requires references for provided services of the same nature and type as those outlined in this solicitation. References submitted must be for services provided in the past five (5) years.

Question 9: Is the operator to be paid prevailing wage to meet any state/union requirements, and if so, what is the trade/rate?

Response: This contract is not providing public works services, the services are for temporary relief staffing.

Question 10: Is the contract operator required to submit certified payroll in accordance with DIR requirements?

Response: This solicitation is for temporary relief staffing services and is not considered public works, therefore certified payroll is not a requirement to invoice/receive payment for services. For more information on certified payroll, visit the Department of Industrial Relations at www.dir.ca.gov.

ADDENDUM # 1

TEMPORARY/RELIEF WATER TREATMENT PLANT OPERATOR

Question 11: Is the State requiring the Contractor to have available the necessary equipment to respond to any emergency conditions within the required response time such as a vacuum truck, Vactor truck, service truck with crane etc?

Response: The contractor shall provide all necessary materials, supplies, tools, equipment, transportation, licenses, permits, insurance and personnel to: provide the DSH-A with Temporary/Relief Water Treatment Plant Operator services on an as-needed basis.

Question 12: Will the contractor be required to be listed as the Chief Plant Operator with the State Water Resources Control Board?

Response: Depends on the services needed. For on-going temporary services, yes. For an intermittent coverage, no. An example of intermittent would be for coverage if DSH-A licensed staff called in sick from the flu.

Question 13: Does the State require that the contract operator’s staff be enrolled in a random drug testing program?

Response: See attachment 8 in the IFB, page 23, for drug free workplace requirements.
