About this file

This is Addendum Two to Invitation to Bid (RFB) No. RFB-275-26, issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for the Rehabilitation of Willisburg Lake Dam under the Kentucky Division of Water Energy and Environmental Cabinet in Washington County, Kentucky. The addendum, dated June 15, 2026, addresses two critical bidder questions regarding material substitutions and construction methodologies for the dam rehabilitation project. The addendum clarifies that a proposed MEL-ROL SYSTEM manufactured by W. R. Meadows for culvert waterproofing materials does not meet the minimum puncture requirements of 60 pounds per ASTM E154 as specified in Section 07 13 26 of the Technical Specifications and therefore is not an acceptable substitution. Additionally, the addendum explicitly prohibits the driving of sheet piling, H-piles, or any other type of piling in the embankment at all times during construction, including for temporary bracing purposes in the culvert section beneath KY 555, in accordance with Construction Restrictions Note 14 on Drawing A03.

The addendum does not specify pricing terms, set-asides, contract term, funding amounts, or other financial details. The document serves as a binding clarification to the original invitation to bid, requiring all bidders to conform to the stated changes and restrictions. Susan Ward, Statewide Procurement Analyst II, issued this addendum as an official modification to the solicitation requirements that all potential contractors must acknowledge and incorporate into their bid submissions.

ADDENDUM NO. Two (2)

Date: June 15, 2026

RFB – 275-26

Item 1: Questions and answers listed below:

Question 1: Request for material substitution for culvert water proofing materials per Section 07 13 26 of the Technical Specifications. The proposed product is MEL-ROL SYSTEM, manufactured by W. R.

Meadows.

Response: The proposed MEL-ROL SYSTEM, manufactured by W. R. Meadows, does not appear to meet the minimum puncture requirements of 60 pounds per ASTM E154 outlined in Section 07 13 26 of the Technical Specifications. Additional information about the material would be required because it does not meet the specified requirements for minimum puncture and therefore would not be an acceptable substitution given the limited information provided at this stage of the project (bidding).

Question 2: Can H-Piles for a soldier pile or lagging wall be driven into the dam specifically for the culvert section (Spillway Inlet) beneath KY 555?

Response: Driving of sheet piling, H-piles, or any other type of piling in the embankment is prohibited at all times during construction, including for the use of temporary bracing in accordance with the

Construction Restrictions, Note 14 shown on Drawing A03.
