About this file

This is Addendum No. Two to Invitation to Bid (RFB-275-26) issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for the Rehabilitation of Willisburg Lake Dam under the Kentucky Division of Water Energy and Environmental Cabinet in Washington County, Kentucky. The addendum, dated June 15, 2026, addresses material substitutions and construction methodology questions submitted during the bidding process. The document clarifies specifications for culvert waterproofing materials, rejecting a proposed MEL-ROL SYSTEM substitution manufactured by W.R. Meadows because it does not meet the minimum 60-pound puncture requirement per ASTM E154 as specified in Section 07 13 26 of the Technical Specifications. The addendum also prohibits the driving of sheet piling, H-piles, or any other type of piling in the embankment throughout construction, including temporary bracing for soldier pile or lagging walls, in accordance with Construction Restrictions Note 14 on Drawing A03.

No pricing terms, set-asides, incumbent information, funding sources, or contract award details are provided in this addendum document. The addendum serves solely as a binding clarification to the original bid specifications and represents modifications that all bidders must conform to when submitting their proposals for the Willisburg Lake Dam rehabilitation project.

ADDENDUM NO. Two (2)

Date: June 15, 2026

RFB – 275-26

Item 1: Questions and answers listed below:

Question 1: Request for material substitution for culvert water proofing materials per Section 07 13 26 of the Technical Specifications. The proposed product is MEL-ROL SYSTEM, manufactured by W. R.

Meadows.

Response: The proposed MEL-ROL SYSTEM, manufactured by W. R. Meadows, does not appear to meet the minimum puncture requirements of 60 pounds per ASTM E154 outlined in Section 07 13 26 of the Technical Specifications. Additional information about the material would be required because it does not meet the specified requirements for minimum puncture and therefore would not be an acceptable substitution given the limited information provided at this stage of the project (bidding).

Question 2: Can H-Piles for a soldier pile or lagging wall be driven into the dam specifically for the culvert section (Spillway Inlet) beneath KY 555?

Response: Driving of sheet piling, H-piles, or any other type of piling in the embankment is prohibited at all times during construction, including for the use of temporary bracing in accordance with the

Construction Restrictions, Note 14 shown on Drawing A03.
