About this file

This is Addendum Two to Invitation to Bid No. RFB-170-26 issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for the 25036 AMLBAML AML Project in Ohio County, Kentucky, dated January 14, 2026. The addendum clarifies specifications and requirements for a reclamation project and was issued to address eight specific questions from prospective bidders regarding bid items and technical specifications. Key clarifications include that bid item 3 (Silt Barrier) allows contractors to choose between silt fence or haybales or a combination thereof at the same bid price, and that bid item 2 (Utility Relocation) is provisional work for unknown utilities encountered during construction, with known waterline work to be incorporated into the HDPE pipe installation bid. The addendum confirms that bi-axial geo-grid is not required on the project and that filter fabric will be used beneath roadway stone in the stage/storage parking area and other locations as determined by the Engineer. Final grade slopes shall be 3 horizontal to 1 vertical or flatter with no netting required, and all slopes must be crimped after mulch application unless hydroseeding is used. Flexamat Plus ditches will be delivered in 10-foot wide rolls and payment will be by linear foot of ditch constructed.

The addendum addresses cost and technical specifications for various bid items, including clarifications on the minimum bituminous repair thickness of 4 inches for Cool Springs Road repairs with incidental subgrade preparation and DGA replacement, and silt trap details available in the AML Standard Details (AML 10-30-1). All changes and clarifications contained in Addendum Two become binding upon the contract issued in response to the invitation to bid.

Invitation to Bid No. RFB-170-26 For: 25036 AMLBAML AML Project Ohio County, Kentucky

Susan Ward, Statewide Procurement Analyst II Division of Engineering and Contract Administration

Addendum 2- 25036AMLBAML

1. For bid item 3., should this be two different bid items? One being Silt Barrier-Fence and the other Silt Barrier- Bales. There are two different standards for each in the 2021 AML Technical Specifications under SILT CONTROL

2. MATERIALS and 3. CONSTUCTION. Also, there are two different details in the 2021 AML Standard Details, the bales being detail (AML 10-10-1) and the fence being detail (AML 10-10-2). Answer: No, the contractor can choose either silt fence or haybales or a combination of both. The bid price will be the same for either one.

2. Is there a detail for bid item 4. Silt Dugouts? Answer: The detail is in the AML Standard Details available on the AML website and is the SILT TRAP - TYPE A TEMPORARY (AML 10-30-1)

3. From the Bid Item Description section of RFB-170-26 250336 AMLBAML, items no.16 and 17, Special Considerations: reads “waterline may have to be relocated” and “is incidental”, other language on both plan sheets 2 and 3 of 6 reads pertaining to 15” and 24” Diameter HDPE and the same water line “shall be located and moved as necessary” and “A cutoff gate valve and buried valve box shall be installed and all work is incidental to pipe installation”. Where is bid item 2 utility relocation intended to be utilized on the project?

Answer: The Utility Relocation bid item is for provisional work if unknown utilities are encountered during the project which are damaged or require relocation. The waterline associated with the two culvert installations is known and the contractor is advised to account for this work in his unit price bid for 15” & 24" DIA. HDPE PIPE- STANDARD

4. Plan sheets 2 and 3 of 6 indicate multiple locations of Class II Ditch (typical). AML standard detail 21-21-1 for

Class II Ditch indicates Bi-Axial geo-grid to be used under class II channel lining for slopes less than 10% (note 2.

at the top of the standard detail) and greater than 10% as noted just below the center along the right side of the detail. Is there going to be a pay item for Geo-Grid? Answer: Bi-axial geo-grid is not required on this project

5. Other than the Construction Access, where is bid item 11 filter fabric anticipated to be used? Answer: Filter

Fabric will be used beneath the roadway stone for the stage/storage parking area and at other locations as determined by the Engineer.

6. For bid item 24 Bituminous Repair, the 2021_AML_Technical Specifications indicate the asphalt surface is to be a minimum of 4 inches while the 2021_AML_Standard Detail (AML 50-10-3) indicates 2 inches minimal for asphalt surface. Is there a preferred minimum bituminous repair thickness? Answer: The detail referenced in this question is associated with a culvert installation beneath a paved road. The Bituminous Repair bid item on this project requires a minimum of 4 inches thick and is intended for Cool Springs Road should the construction activities damage the road and/or cause rutting. As stated in the bid item description, incidental to this bid item is subgrade preparation (excavating weak base layers) and

DGA replacement as a foundation. The contractor may choose to mill the existing pavement.

7. Section 3.7 in the 2021_AML_Specifications under REVEGETATION, indicates slopes exceeding 30% (3:1 and steeper slopes) are to receive netting. Is it the intent of this project to utilize netting given there is not a bid item for netting and areas of the site may be finished to a maximum 3:1 slope per the cross sections found on page 5 of 6 of the drawings? Answer: The final grade slopes shall be at 3h:1v or flatter. No netting is required. All slopes shall be crimped after application of mulch as detailed in revegetation requirements unless the revegetation method is hydroseeding as provisionally allowed.

8. What is the width of the Flexamat Plus ditches? Answer: The Flexamat shall be delivered to the site in

10 ft wide rolls and used to construct swale ditches. Payment is by the linear ft of ditch constructed.
