About this file
This document is an Addendum (Number Two) for the HVAC Replacement - Phase I project for the Radcliff Veterans Home, issued by the Commonwealth of Kentucky's Department for Facilities and Support Services, Division of Engineering and Contract Administration. The invitation to bid (RFB-191-25) is dated February 27, 2025, and pertains to HVAC replacement work at the Radcliff Veterans Home located at 100 Veterans Drive in Radcliff, Kentucky. The addendum includes responses to 11 bidder questions from Kohrs Lonnemann Heil Engineers, addressing specific details about the project, such as building vacancy during construction, furniture removal, equipment installation, electrical work, and fire alarm systems.
The document reveals that Buildings 200 and 300 will be vacant during construction, with facility staff responsible for moving furniture and the contractor responsible for protecting spaces and fixtures. The project involves removing and installing an ERV (Energy Recovery Ventilator) in the attic space, potentially requiring disassembly and reassembly. Electrical aspects include using existing luminaires as temporary lighting, potentially relocating the new Automatic Transfer Switch (ATS) and Main Switchboard (MSB), and handling utility connection fees. The bid date will not be extended, and no new fire alarm devices are planned. Utility and entitlement fees will be the owner's responsibility, and the existing fire alarm system may need inspection and recertification if devices are relocated.

Veterans Home HVAC Replacement – Phase 1
100 Veterans Drive
Radcliff, KY 40160
To Whom It May Concern, In response to the bidder questions received for Phase 1 of the Radcliff Veterans Home HVAC
Replacement project, we respectfully submit the following responses (in blue italics):
Bidder Questions
1. Will both Building 200 and 300 be vacant during construction?
Response: Yes.
2. Who is responsible for removing existing furniture and reinstalling furniture from Building
200 and 300 during construction?
Response: The facility staff will be responsible for moving furniture. The successful contractor will be responsible for protecting the space and any other in-place fixtures during demolition and construction.
3. How is the contractor to remove and install the ERV in the Attic space.
Response: The existing ERV can be removed by disassembling or cutting the unit into sections to facilitate removal. The new ERV can be shipped in sections from the factory to fit through the existing door to the Mechanical Room or the new louvers in the Attic exterior wall. The contractor shall coordinate shipping sizes with the HVAC manufacturers and include reassembly costs.
4. Is the existing roof structure adequate for the new cooling tower?
Response: This project does not contain a cooling tower. The roof and Mezzanine floor have been evaluated for structure capacity based on the new basis of design equipment and has been confirmed adequate to support the new basis of design equipment.
5. Is the temporary generator required only for the installation of new power from the existing transformer to the new ATS?
Response: During Phase 1 of construction, the new ATS and downstream equipment will not be backed up via emergency generator. Only until after construction is completed will this equipment be connected to emergency power via new generators.
6. Is the electrical contractor required to pay the utility Company for OFF/ON power connection at the transformer or is this part of the Utility Company service agreement with the owner?
Response: Any utility or entitlement fees are the responsibility of the owner.
7. Can the New ATS and New Panel MSB located next to the existing utility transformer? This would avoid having to saw cut, demo, replace the concrete road entrance leading to the building for new underground electrical from existing transformer to New AST.
Response: KLH takes no exception to relocating the ATS and MSB to an alternate location.
8. Is the electrical contractor required to remove and store existing light fixtures during construction or can the existing light fixtures be used during construction as temporary lighting? Then electrical contractor clean and reinstall the existing light fixtures into new ceiling?
Response: The existing luminaires may be used as temporary lighting during construction.
Should this occur, the contractor shall protect the existing luminaires during construction and replace in kind should any of the existing luminaires become damaged during construction.
9. If the existing fire alarm devices have to be removed from the existing ceiling and reinstalled in the new ceiling, is the existing fire alarm required to be inspected and recertified?
Response: If existing fire alarm devices need to be relocated and reinstalled, KLH recommends the fire alarm system be inspected and recertified.
10. The electrical drawings do not show any new fire alarm devices. Is this correct?
Response: Correct.
11. Can the bid date be extended an additional week to allow for questions to be answered?
Response: No.
If we can provide you any further information regarding the above, please contact us at your convenience.
Respectfully, Kohrs Lonnemann Heil Engineers, Inc.
