Justification– CBP Tactical Armored Vehicle
General Services Administration (GSA)
Federal Acquisition Service (FAS) Southwest Supply Acquisition Center (SSAC)
Acquisition Division (7QSBAAB)
ADDENDUM LIMITED-SOURCE JUSTIFICATION (LSJ)
Task #ID22190133
IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY
The requiring agency the Department of Homeland Security, U.S. Customs and Border Protection (CBP). The contracting activity is the General Services Administration, Global Supply, Southwest Supply Acquisition Center (SSAC), 819 Taylor St., Fort Worth, TX 76102
DESCRIPTION OF THE ACTION BEING APPROVED
This action is to justify the modification of an established Limited-Source, Firm-Fixed Price Blanket Purchase Agreement (BPA) for the supply of Lenco Bearcat G3 vehicles.
The CBP, contracting through the FAS SSAC, originally had a requirement for the Lenco Bearcat G3 tactical armored security vehicle (4-door model) in support of their security missions. A Limited Source Justification (LSJ) was composed and all applicable signatures were received. The LSJ was posted to FBO on March 02, 2020 and no public comments were received.
On July 30, 2020, CBP notified GSA that they have a bona fide need of the 2-door version of the Lenco Bearcat G3. The Lenco Bearcat G3 2-door model is the same chassis, same drive train, same basic configuration however it is able to carry more passengers; fourteen (14) vs ten (10). The 4-door model is composed of part numbers BC5503 (base Bearcat G30), BC3WOFFRD (four wheel drive with run flats), and BC4DR (4 door configuration); whereas the 2-door model consists of part numbers BC55003 (base Bearcat G3) and BC3WOFFRD (four wheel drive with run flats).
Therefore, this LSJ is being amended to change the specifications from the 4-door model only to include both the 2-door and 4-door models.
The original ceiling of this BPA was $4,900,000.00. Based on CBP’s anticipated demand the ceiling is not being adjusted. CBP is changing the mix of vehicles but the overall anticipated demand will be the same.
DESCRIPTION OF SUPPLIES REQUIRED TO MEET THE AGENCY’S NEEDS
The CBP has identified a bona fide need for Lenco Bearcat G3 tactical armored security vehicle (4-door and 2-door models) to be sourced through the GSA Schedules program.
This Limited Source Justification (LSJ) serves to support the limited source justification for the procurement of the Lenco Bearcat G3 (4-door and 2-door version), to be delivered based on specific delivery order location requirements. This equipment will be used by CBP personnel and is mission critical.

DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRE THE
USE OF THE AUTHORITY CITED
Market Research shows several manufactures make tactical armored security vehicles however; only one (1) meets several of the minimum requirements established by CBP to maintain safety in life threatening situations. Currently, Lenco’s Bearcat G3 is the only known model capable of meeting the requirement, the Aberdeen
- ehicles must be and armoring repairs in the specific country where they are assigned. This is essential to ensure that vehicles may undergo regular routine preventive maintenance and the vehicle or its’ armoring can be repaired when something fails. Limiting the variations and aligning with other armored vehicles that are operated in the mechanic familiarity with specific vehicles and applied armoring standards.
Aberdeen Performance Testing requirement -requirements. ensures (such as the turret system) maintain the manufactures center of gravity to lessen the possibility of a roll over.
Shortened wheelbase-allows for better maneuverability in tight areas.
These three (3) minimum characteristics have been determined essential to the safe operation and for the protection of life. With only one manufacturer CBP has become fleeted with Lenco Bearcats. One of the and mechanical . Each vehicle well enough to operate safely in life threatening one make of vehicle has allowed CBP to create a single Standard Procedure (SOP), training guides, training programs and certification
Additionally, introducing a new manufacturer's product at this time would incur a duplication of cost to the Government by requiring the creation of a new inventory of another manufacturer's spare parts which forces the end user to inventory, manage, and maintain replacement parts from multiple manufacturers. Maintaining an inventory of hardware and accessories for multiple brands is redundant and cost inefficient because purchasing smaller quantities of multiple brands of vehicles eliminates the purchasing power afforded by larger quantity orders of a single vehicle by splitting CBP’s demand thereby compromising the Government's ability to leverage its buying power. As a result, the Government would pay more for the redundancy of multiple brands than for the standardization of a single vehicle.
The primary rationale for limiting the source to the Lenco Bearcat G3 is based on the minimum requirements for drivability and safety outlined above. Secondly, CBP has become fleeted with Lenco Bearcat G3 which has created scales of efficiency in being able to provide training and certification programs based on only one vehicle. Lastly, being fleeted with Lenco Bearcat G3 has created logistical efficiencies in the ability to store and maintain working spare parts for distribution when required.
For these reasons, CBP requests limited sourcing and procurement to the Lenco Bearcat G3 specific vehicle.
DESCRIPTION OF THE MARKET RESEARCH CONDUCTED
Market research has indicated that there are currently twenty-one (21) small business contractors listed under SIN 426 5B. Although there are twenty-one (21) businesses listed only three (3), manufacture vehicles similar to the Lenco Bearcat G3.
Additional research was conducted and it was determined that neither of the other two
(2) could meet all of the minimum requirements, namely th although other manufacturer’s exist only the Lenco Bearcat G3 is capable of fulfilling CBP’s tactical armored vehicle needs.
The original LSJ was posted on March 02, 2020 for thirty (30) days in accordance with FAR 8.405-6(a)(2)(i), no industry feedback was received.
