About this file
This document is an Addendum to FAR 52.212-2 for Evaluation of Commercial Products and Commercial Services, outlining the government's criteria for awarding a purchase order for meal preparation and delivery services. The evaluation process focuses on two primary factors: price and technical acceptability.
For pricing, all line items must be priced according to the solicitation and deemed reasonable and balanced. Technical evaluation requires quoters to demonstrate their ability to provide meals by meeting specific criteria, including: confirming meal provision capabilities, providing delivery and food safety details, showing proper staffing, submitting a physical kitchen address with high-resolution facility photos, and presenting a valid food service license with a recent health inspection report. Quoters will be rated as either "Acceptable" or "Unacceptable" based on their ability to comprehensively address these requirements, with failure to provide complete documentation or meet commercial kitchen standards resulting in an unacceptable rating.

a. All line items are priced IAW the solicitation.
b. Price is determined to be reasonable and balanced

3. The Quoter provides delivery requirements and measures to ensure safe food temperatures during transport
4. The Quoter provides information indicating they have proper staffing to fulfill the needs of the requirement to the standard listed in the Statement of Work
5. The Offeror provides the physical address of the existing commercial kitchen where meals will be prepared and high-resolution photographic documentation of the facility (e.g., prep areas, dry storage, refrigeration units)
6. The Offeror provides a valid food service license and the most recent health inspection report (issued within the last 12 months), with documented evidence that all critical violations have been resolved
ii. Unacceptable
1. The quote fails to address all Line Items in the solicitation
2. The quote fails to confirm they can provide the meals as indicated in the SOW.
3. The Quoter fails to provide proper staffing to fulfill the needs of the requirement to the standards listed in the Statement of Work
4. The Offeror fails to provide required evidence as indicated in sections (c)a.i.4, 5, and 6 above.
