About this file
This is an addendum to FAR 52.212-2 that establishes the basis for award and evaluation criteria for a Request for Quote (RFQ) for middleware serving Point of Care Testing (POCT) connectivity at Naval Medical Center Camp Lejeune. The Defense Health Agency seeks a firm-fixed price commercial solution to transmit patient test results from Roche Accu-Chek Inform II and Abbott i-STAT 1 devices into the hospital's laboratory information system, with a delivery date of May 12, 2026.
Award will be made on a Lowest Priced, Technically Acceptable (LPTA) basis, requiring offerors to achieve a Technically Acceptable rating across all evaluation factors to qualify for consideration. Technical evaluation encompasses submission compliance (including all three required volumes and active SAM registration), technical capability to perform tasks outlined in the Statement of Requirement, and demonstration of a current Authority to Operate (ATO) or ability to obtain one prior to performance start, verified through an E-MASS ID number in CSTAR. Price reasonableness will be assessed among technically acceptable quotes, with award proceeding to the lowest-priced compliant offeror. The Government intends to make award without discussions unless deemed necessary. Quotes must be submitted electronically without zip files, classified data, or hyperlinks, to the Contracting Officer and Contract Specialist by the specified deadline.
