About this file

This is an addendum to the Request for Proposals and Qualifications issued by the Town of Thompson, Connecticut for design services related to the renovation of the 2nd and 3rd floors of the municipally-owned building located at 65 Main Street in North Grosvenordale. The project encompasses interior renovation design services, with proposals due by 12:00 PM on Tuesday, November 18, 2025. A pre-bid site visit was conducted on Friday, November 7, 2025. The addendum clarifies that the building is not listed on the State or Federal Historic Register; however, the Town has obtained a letter of determination from the State Historic Preservation Office indicating that proposed renovations will have no adverse effect on historic properties. The scope includes mandatory inclusion of a structural engineer to address floor conditions, with Construction Administration services and a structural evaluation to be submitted as optional line items and bid alternates. Additional optional line items include cost estimates for window replacement and a professional cost estimate at the 50% construction document phase.

The project budget for renovation and construction is $724,158, exclusive of soft costs but including contingencies, as articulated in grant documents. The Town intends to award the contract to a single general contractor who will work concurrently with separate contractors conducting basement and 1st floor renovations, though the Town reserves the right to modify this approach. Design services must address hazardous building materials (HBMs) related to existing staircases, exterior envelope work including air sealing and insulation selection, and coordination with previously prepared lower-level designs. The Town does not possess original building as-builts but will provide new design and construction documents in CAD/REVIT format at the appropriate time. Proposals must include fees as required by the Proposal Response Form.

Addendum: 65 Main Street – Design Services 2nd & 3rd Floor

The following questions were received following the pre-bid site visit on Friday 7 November:

• Do designs need to be coordinated with SHPO if this is a historic building?

The building is not on the State or Federal Historic Register. The Town does have a letter of determination from SHPO, related to the CIF grant funding the project, that the proposed renovations will have no adverse effect on historic properties. The Town is interested in maintaining the general period aesthetic of the exterior in as far as is practical; but, based on the LoD we do not view direct coordination with SHPO as mandatory.

• Do we need to include Construction Administration services?

Please include Construction Administration services as an optional line item/bid alternate.

• Shall we have a structural engineer on the team to address the sloped bouncy floor?

Yes.

• Are the windows to be replaced?

Please include the cost estimate for window replacement as an optional line item/bid alternate.

• Do we need haz mat on the team?

The HBMs have all been addressed, with the exception of the staircases left in place for access during the renovations. That is the limit of the remaining HBMs, but it will need to be addressed. The HBM Inspection Report was included with the other linked documents as part of Attachment C in the original RFP/Q, but is linked here separately for convenience.

• Are fees required for this proposal? Page 7 of the RFP/Q notes that the awarded firm will be asked to submit a scope and fee proposal. However, Proposal Response Form (Attachment A) requires fees.

Since the document is presented as a Request for Proposals & Qualifications, the presumption is that fees will be part of the response. The language on page 7 was from an RFQ template that was missed prior to initial posting.

• Is the due date for submitting the proposal Monday, November 17th at 3:00 pm or Tuesday, November 18th at 12:00 pm? The date listed on the Proposal Response Form differs from the cover page.

The correct due date/time is Tuesday 18 November at noon.

• Is it the Town’s intent to award and construct the 2nd and 3rd floor renovations covered by this RFP to a single G.C. concurrently with the basement and 1st floor renovations prepared by others under separate contract?

Yes, that is our intent; but, the Town reserves the right to change this approach if it proves more beneficial.

• As construction administration services are to be included in our proposals, what is the Town’s expectation for coordination and oversight of the work captured by the separate lower-level renovation project previously completed? This work will likely intermingle.

We agree some intermingling will take place. Please include Construction Administration services as an optional line item/bid alternate for the work outlined within this proposal (recognizing that some level of effort and care will be needed for the other portions of work already/separately contracted).

• As the renovations to the upper levels will very likely require some level of supporting work on the lower floors (structural interventions, MEP systems integration, etc.), how should respondents capture and coordinate modifications to the previously prepared design of the lower levels? This also relates to question #2 above.

Same answer as above.

• Will the Town provide as-built and design documents of the existing building and proposed lower-level renovations for respondents use and coordination? Will these be made available in CAD / REVIT format for use?

Given the age of the building, the Town does not have any original building as-builts, but all of the new design/construction documents can be made available at the appropriate time.

• Can an anticipated budget for the project be shared? The RFP references cost estimates for the prior contract were available as part of attachment C, but do not appear to be included within the linked documents.

The proposed budget for renovation/construction of the building as articulated in the grant documents (exclusive of soft costs but including contingencies) is $724,158.

• Understanding selective exterior envelope repairs to the building have been previously completed by the Town, what is the Town’s expectation for exterior renovation scope to be captured as a part of this design services proposal? As was evident during the pre-proposal walk through, the exterior walls are bare framing currently with evidence that a continuous weather resistive barrier may not be in place at the building exterior (gaps / visible daylight through the assembly at several locations, etc).

The exterior Cladding System does have an existing Air Vapor Barrier “system”, with that said the Town was considering Targeted Air Sealing and select Closed Cell Insulation, but may lean towards an Open Cell System (for Breathability) and add Interior Smart Vaper Barriers. The Town would like this to be a part of this Design Process.

• Has a structural assessment of the building been performed previously, and can it be provided if so? If not, should a structural evaluation and assessment of the building be included as a part of the project scope and fee?

No, there have not been any recent Structural Assessments and we do not have any intention of changing the building’s commercial use. Similar to other responses given, please include the cost estimate for structural evaluation as an optional line item/bid alternate.

• Will any professional cost estimates be required, and if so at what design stage(s)?

The Town has a general understanding of the anticipated construction costs, based on the prior design contract; but, please provide one (1) estimate during the 50% CD phase as an optional line item/bid alternate.
