About this file
This Addendum #1 modifies Request for Information (RFI) 720-5247 issued by the Commonwealth of Virginia Department of Behavioral Health and Developmental Services (DBHDS) regarding Revenue Cycle Modernization solutions. The RFI, originally posted May 1, 2026, seeks marketplace information on comprehensive Revenue Cycle Management (RCM) system solutions to support DBHDS's twelve facilities, including eight behavioral health hospitals for adults, one adolescent psychiatric facility, one Intermediate Care Facility for individuals with intellectual and developmental disabilities, and one medical center with skilled nursing and long-term care components. The addendum updates three key elements: the response due date is extended to Monday, June 15, 2026, at 11:00 a.m. local prevailing time (previously June 1, 2026, at 3:00 p.m.); Question 3 in Section C, Page 8, is replaced with a new question regarding technologies supported for third-party component and software integration and any existing integration limitations; and Section 6, Page 11, is updated to reflect the new response deadline for electronic submissions through the eVA system.
The RFI is informational in nature and does not constitute a formal procurement or commitment to issue a subsequent solicitation. Responding is voluntary and does not serve as a prerequisite for participation in any future formal procurement. DBHDS will not compensate vendors for response preparation costs and assumes no liability for vendor expenses. All submissions become the property of the Commonwealth of Virginia, and vendors are cautioned against including confidential or proprietary information. No set-asides, incumbent vendors, current contractors, or specific budget ranges are identified. Respondents must submit detailed cost estimates, company information demonstrating RCM service experience with behavioral health facilities, deployment options offered, and compliance with Web Content Accessibility Guidelines (WCAG) 2.0 AA standards and real-time eligibility verification capabilities.
