About this file

This addendum contains questions and answers for Request for Proposal No. 200000001412 issued by the Michigan Department of Natural Resources for fire detection aircraft services. The contract is a call-when-needed arrangement with no guaranteed hours or minimum utilization days, with random flight assignments throughout the fire season. The contract term runs from April 2020 to April 2023 with three one-year renewal options. The agency requires fixed-wing aircraft for fire detection purposes due to flight duration requirements, though both rotary-wing and fixed-wing aircraft are accepted in the solicitation. One aircraft is anticipated for the 2020 season.

Vendors are compensated once their aircraft reaches the fire detection route, with no payment provided for ferry time from locations outside the designated routes. The program is an established initiative rather than a new offering. Bidders may submit pricing for both aircraft types if desired. Additionally, pilots may bid their services independently to fly Michigan Department of Natural Resources-owned aircraft, subject to approval by the Aviation Manager based on equipment familiarity and pilot history regarding incidents and accidents.
