About this file

This is an Addendum containing Questions and Answers for Request for Proposal No. 200000001412 issued by the Michigan Department of Natural Resources. The RFP seeks fire detection aircraft services on a call-when-needed basis, with a contract period from April 2020 to April 2023, including three one-year renewal options. The contract requires one fixed-wing aircraft for fire detection purposes, specifically chosen over rotary-wing aircraft due to flight duration requirements. The service will involve random flights throughout the fire season, with no guaranteed minimum days or hours of usage.

The payment terms specify that vendors are paid once they reach the fire detection route, with no compensation for ferry time from outside areas. The RFP allows for both aircraft and pilot-only bids, though pilot-only services require approval from the Aviation Manager based on equipment familiarity and accident history. The program is noted as an existing service, not a new initiative.

One aircraft.

5. If the aircraft are coming from an area outside the Fire Detection Routes, is the vendor going to be paid for ferry time?

6. Is this a new program or has it been used in previous years?

The program is not new.

7. Can a pilot bid their services without bidding an aircraft?

There is provision to bid only pilot services to fly Michigan Department of Natural Resources owned aircraft, however, this would be subject to approval by the Aviation Manager based on familiarity with the equipment and past pilot history as it relates to incidents and accidents.
