About this file

This is Addendum No. 1 to a solicitation issued by the Florida Fish and Wildlife Conservation Commission for cattle leasing services on the Dinner Island Ranch Wildlife Management Area, Caracara Unit. The addendum addresses nine questions and answers submitted by prospective bidders regarding fence maintenance, water hole management, invasive species control, lodging accommodations, road maintenance, grazing infrastructure, and inspection requirements. Key responses clarify that fence repair costs cannot be deducted from lease payments, the Commission retains responsibility for treating invasive species, lodging is prohibited on the property, and grazing improvements such as cow pens require prior written approval from the Contract Manager. The addendum confirms the current tenant is Hilliard Brothers of Florida, LLLP, operating under a stocking rate of $385.00 per animal unit, and establishes that annual inspections represent a new requirement with no historical audit reports available. Sealed bids remain due May 5, 2026, at 2:30 PM ET, with public opening scheduled the same day.

The addendum provides clarification on contractor obligations and Commission responsibilities without introducing pricing modifications or financial adjustments to the original solicitation. No new budget information, set-asides, or funding sources are identified in this document. The responses emphasize that contractors must obtain written Commission approval for modifications to property infrastructure, including solar water pumping systems and grazing facilities, and that all in-kind services performed by the contractor may not be deducted from lease costs. The document reiterates that the Commission does not possess comprehensive mapping of water well locations or tropical soda apple infestation areas, and road maintenance requirements are detailed in Section 6.3 of the Scope of Work. Protests must be filed with the Purchasing Office in accordance with Florida Statutes Chapter 120 and Florida Administrative Code Chapter 28-110.

BEGIN ADDENDUM

QUESTION #1

Fence: When was the last time the entire perimeter and interion fences and gates were assessed and what was the final assessment? How much fence is in need of repair and is a map available of the areas to be repaired? If new fencing is required can it be done as in-kind service and the cost deducted from the lease?

ANSWER #1

The Commission is not aware of a formal/final assessment of the fences and gates, however, the fence is in serviceable condition. To date, 149,802 linear feet of boundary fence has been installed in the past two years, see below map for new fence locations.

Service performed by the Contractor may not be deducted from the lease.

FWC SOLICITATION ADDENDUM 3

QUESTION #2

Water Holes: If the water holes or canals are needed to be cleaned who is responsible? Also is there the possibility of in-kind service to be deducted from the lease if canals, ditches or water holes need to be cleaned?

ANSWER #2

With written approval from the Commission, the Contractor may be allowed to maintain already existing watering holes at their own expense. The Commission would have the right, not the responsibility, to clean watering holes and canals.

Service performed by the Contractor may not be deducted from the lease.

QUESTION #3

NRCS: Can the NRCS be utilized to help manage and install interior fencing, solar pumps, invasive species, etc? Can the existing water wells be utilized for solar water pumping? Is there a map of the existing water wells?

ANSWER #3

No, NRCS cannot be used. Solar water pumping from existing wells requires prior approval from the Commission. The Commission does not have a map of existing water wells.

QUESTION #4

Lodging: Are there any options to lodge on the property? Possibly a campsite to be utilized and if so is there water and electricity available?

ANSWER #4

No, lodging is not allowed on the property.

QUESTION #5

Invasives: Is there a map to show Tropical soda apple areas of infestation? Also who is responsible for treating other invasives such as cogon grass, smut grass, Ligodium, Brazilian Peppers, etc? If treatment is needed is there the possibility of providing in-kind service and the expense be deducted from the lease cost?

ANSWER #5

There is no map showing tropical soda apple infestations. The Commission is responsible for treating invasive species.

Service performed by the Contractor may not be deducted from the lease.

FWC SOLICITATION ADDENDUM 4

QUESTION #6

Can you provide who the current tenant is and share their lease cost and requirements they were under to hold the lease?

ANSWER #6

The current tenant is Hilliard Brothers of Florida, LLLP. The stocking rate is $385.00 per animal unit. The current lease is a short-term lease and the requirements for the new lease are in accordance with the Invitation To Bid.

QUESTION #7

I understand you do an annual inspection. Each year from Jan-Apr has the most recent been completed if so can the audit report be shared and let us know the status of how the tenant was scored or graded?

ANSWER #7

The requirement for an annual inspection is new and no past inspection information is available.

QUESTION #8

We wanted to find out what roads are we supposed to maintain. And what does the “maintain” involve?

ANSWER #8

WMA roads are identified in Figure 1. See 6.3. of the Scope of Work for road-related specifications.

QUESTION #9

Also are we able to put cow pens off of 833?

ANSWER #9

‘Grazing accoutrements’ to improve grazing, such as new cow pens, require written permission by the Commission’s Contract Manager. The Contractor would own and maintain the pens and must remove them prior to vacating the property at the end of their lessee.
