About this file

This is an Addendum No. 1 to Request for Proposal (RFP) FWC 25/26-15 issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Environmental Consulting Services for Deepwater Horizon Restoration. The solicitation seeks environmental consulting services related to Deepwater Horizon restoration planning and coordination, with work scope identical to that intended under a previous Florida Department of Environmental Protection (FDEP) solicitation from 2018. All responses must be received no later than 3:00 PM Eastern Time on Monday, November 10, 2025. The FWC will contract with one consultant only. The selected contractor's role will be primarily limited to restoration planning and coordination with travel for stakeholder engagement events and meetings; no site assessments or monitoring activities are included. Task orders will be issued under a master contract. The contractor will be required to attend meetings and conferences throughout Gulf States. Subcontracting is not permitted. A priority area identified for immediate implementation is participation in the Deepwater Horizon NRDA Cross-TIG Monitoring and Adaptive Management work group. The expected frequency and scale of stakeholder engagement events are unknown at this time.

Funding available for this contract is up to the full $4.5 million, as FWC is not withholding funds for management purposes. The current incumbent is Industrial Economics Inc., with a current tasked amount of $118,773.20. Previous contract work included drafting the Florida Gulf Environmental Benefit Fund Restoration Strategy ($148,810.80), drafting the Deepwater Horizon Oil Spill Florida Trustee Implementation Group's Final Restoration Plan 2 and Environmental Assessment ($199,684.43), and participating in Deepwater Horizon NRDA Cross-TIG Monitoring and Adaptive Management work ($781,025.53). A conflict of interest does not exist for consultants holding both this contract and an FWC Environmental (Restoration) Engineering continuing contract; however, the selected consultant will be conflicted out from bidding on engineering, design, and implementation of Deepwater Horizon NRDA projects that result from the restoration plans drafted under this contract. A contractor's license number is optional and not required for submission.

FWC SOLICITATION ADDENDUM 2

BEGIN ADDENDUM

QUESTION #1

How is the work associated with this FWC solicitation different from what was intended for work by FDEP under their 2018 solicitation 2019002 for Deepwater Horizon

Restoration and Planning Support?

ANSWER #1

The work associated with this solicitation will be the same as what was intended for work under the FDEP solicitation.

QUESTION #2

Not including funds to remain with FWC for management, what is the anticipated funding amount the consultant group can expect to receive for this FWC solicitation?

ANSWER #2

FWC is not withholding funds for management, so up to the full $4.5 million could be available for environmental consulting services.

QUESTION #3

How many consultants does the FWC plan on contracting for work under this

Solicitation?

ANSWER #3

FWC will be contracting with one (1) consultant.

QUESTION #4

Is there a conflict of interest for firms currently holding an FWC Environmental

(Restoration) Engineering contract to propose on this solicitation, or would the selection of a firm by FWC for this solicitation prevent that firm’s work on any work through a

FWC Environmental (Restoration) Engineering continuing contract?

ANSWER #4

There is no conflict of interest for a consultant to hold both contracts. However, since the consultant would be involved in the drafting of the restoration plan(s), which would be used by the Trustees to select future Deepwater Horizon NRDA projects, that consultant would be conflicted out from bidding on the engineering and design and/or the implementation of those Deepwater Horizon projects. The consultant would still be able to do other work under the FWC Environmental (Restoration) Engineering continuing contract.
