About this file

This addendum document provides question-and-answer clarifications for the Town of Thomaston's Phase 2a RFP for design-build restoration of auditorium walls at the Thomaston Opera House. The project scope includes hand-applied plaster repair, painting, stenciling, glazing, and mural design and execution on auditorium walls. The owner has confirmed that scaffolding and lifts will be used for access, with scaffolding costs paid by the owner, and the proscenium arch is included in the scope while the stage apron is excluded. The work is expected to be completed in a phased approach, with design and actual work occurring between December and March, an award date of October 7, 2026, and on-site work starting in January 2027 with an anticipated 3-4 month on-site schedule. A February show is scheduled for weekends only (February 14-28), during which the building will remain accessible to the public while workers are not present. The owner requests that contractors develop design concepts for mural work and decorative painting on the mezzanine underside, subject to Building Committee approval, with high-resolution historic images available via Google Drive to guide the design effort.

The contract requires 5% retainage from each payment application, and liquidated damages are set at $100.00 per day if the contractor fails to achieve substantial completion within 30 days following the substantial completion date, provided the delay is solely attributable to the contractor. Contractors must provide lump-sum pricing for each defined scope section with hourly rates for additional work and meet Connecticut prevailing wage requirements. State set-asides of 25% for small business enterprises and 6.25% for minority business enterprises apply, and contractors must obtain 100% performance and payment bonds, commercial general liability insurance with $2 million general aggregate limits, workers compensation insurance, and $1 million commercial umbrella liability coverage. The project is funded through a $2 million state bond authorization via the Connecticut Department of Economic and Community Development's Community Investment Fund 2030.

Addendum - Phase 2a RFP Questions/Answers

1. What is the scaffolding plan?

Answer: We have a plan in place to use a combination of scaffolding and 2 lifts.

The scaffolding will allow access for the mural work above the entrance, above the organ (areas where the organ vents are located), and covering left and right mezzanine areas that can’t be easily accessed. The proscenium will be accessed with the lifts. This plan was developed after consulting with EverGreene during their site visit. The scaffolding cost will be paid by the owner and the plan may be revised upon request by the successful bidder.

2. Do you plan to do the work in phases? If so, what are you expecting?

Answer: We expect the design and actual work to be completed in the December to March timeframe. The timeline for the East Stairwell and Vestibule (Add.

Alt. 2) will be addressed with the successful bidder if the Owner chooses to proceed.

3. What is your proposed schedule?

Answer: The RFP has an Award Date of October 7, 2026 and an On-site start of January 2027. We are hoping for a 3-4 month onsite schedule. The RFP asks bidders to propose a timeline for each phase (Design development and approvals, Mobilization and lead time, On-site production, and Punch list and closeout).

4. It was mentioned that January and March have no shows, but February has a show.

What is the schedule for the February show?

Answer: The show will run February 14-28, weekends only, but we intend to install the scaffolding in a manner that will allow public access for the show on weekends when workers are not present.

5. I would like to confirm that the proscenium arch is not included in the scope of work.

Except for the small plaster repair in the lower right-hand corner?

Answer: The proscenium is to be included and will be accessed via lifts as stated in the answer to question 1 above.

6. I would also like to confirm that the apron of the stage is not included in the scope of work.

Answer: Correct, the apron is not included.

7. Do you have any preliminary thoughts on what you would like the murals to be? We can absolutely do our own research and provide you with some ideas, but I wanted to see if you had any preliminary thoughts.

Answer: Please do your own research and provide design concepts to be approved by the Building Committee.

8. Would you like the underside of the mezzanine to be straight painted straight, or would you like decorative painting/stenciling?

Answer: Provide design concepts to be considered and approved by the Building Committee. Our preference is for decorative painting/stenciling.

9. I believe you mentioned there was a high-resolution historic image; could you please send me that? The previous photos I received were lower resolution.

Answer: The image has been uploaded to a Google Drive and the link has been provided to all prospective bidders.

10. Is the wainscot included in the RFP?

Answer: From RFP Section C-7: “Wainscot and cap rail: base color with tinted varnish/topcoat system at beadboard panels and trim.”

11. Paragraph 18 of the Terms and Conditions states that "Liquidated damages in an amount per day will be specified by the Owner." Can you specify what that amount is?

Answer: If the Contractor fails to achieve Substantial Completion from thirty

(30) days following the Substantial Completion Date (the “Outside Completion Date”) then the Owner shall be entitled to recover from the Contractor an amount equal to one hundred and 00/100 Dollars ($100.00) multiplied by the number of days from the Outside Completion Date to and including the date that the Contractor achieves Substantial Completion provided such delay is solely attributable to the Contractor and there are no concurrent days attributable to the Owner or any third party. This will be further codified in the Contract with the successful bidder.

12. Will retainage be required and, if so, in what amount and on what schedule?

Answer: Yes, 5% will be withheld from each Application for Payment.
