About this file
This is Addendum One to a Request for Qualified Contractor (RFQC) No. 928-WRD26-PRGMSPRT issued by the Georgia Environmental Finance Authority (GEFA) for Water Division Program Support and Outreach Services. The addendum clarifies GEFA's requirements and responses to questions submitted by potential respondents regarding program implementation. Key deliverables include in-person WaterFirst workshops located at various sites throughout Georgia, development of stormwater outreach case studies based on Georgia projects (funded through any source), participation in a statewide Clean Water Needs Survey beginning in 2027, management and potential automation of the GEFA scoring tool flowchart, organization of a Funders Forum with at least one in-person event, marketing support for the WaterFirst program, and management of the Funders' Forum website. The WaterFirst program currently serves 56 communities with plans to expand service to as many communities as possible. GEFA specifies that subconsultants should be identified prior to final award, with any additions requiring GEFA approval post-award. Statements of Qualifications are limited to 15 pages, excluding front covers, transmittal letters, tables of contents, exhibits, section dividers, and resumes, with font sizes smaller than 11 points permitted for headers, footers, charts, and graphics.
GEFA indicates that budget discussions will occur in subsequent phases of the procurement process and has not allocated a specific budget at the RFQC stage. Water infrastructure financing experience is highly recommended but not mandatory; however, general water infrastructure experience is acceptable. The agency currently maintains an existing contract for similar work with a changing scope, making this procurement necessary due to GEFA's increased support needs. No local partner preference exists, though evaluation will consider the firm's ability to gather resources within the scope service area. Financial documentation for qualification evaluation may include items such as Dun & Bradstreet ratings or banking references but is not required. GEFA owns the affordability scoring tool and associated data, while the Stormwater Rates Dashboard is under development by the University of Georgia's Carl Vinson Institute for Government with GEFA funding. Respondents are encouraged to disclose their ability to work collaboratively with Georgia partners without conflict in achieving WaterFirst applicant goals.

ADDENDUM NUMBER ONE
Water Division Program Support and Outreach
GEFA RFQC # 928-WRD26-PRGMSPRT
Georgia Environmental Finance Authority (“GEFA”)
2/20/26
From: Richard Sawyer, GEFA
To: Potential Respondents to RFQC
This Addendum forms a part of the (RFQC) No. 928-WRD26-PRGMSPRT and modifies the
RFQC as described below. Changed sections, answers, and GEFA clarifications are underlined. This
Addendum consists of three-(3) pages.
A. GEFA RESPONSES TO QUESTIONS RECEIVED
1. WaterFirst workshops- is there a preferred location or will these be virtual? We prefer to have in-person meetings that change location around the state.
2. Stormwater Outreach: states to prepare case studies- are these to be researched or developed from existing Georgia only cases? We would prefer Georgia case studies, but they can be projects funded by other sources of funding outside of GEFA.
3. Stormwater Needs survey: will this survey go only to participants of the workshop or is it to be an at-large effort? This will be part of the Clean Water Needs Survey that will be a state-wide initiative starting in 2027. A separate procurement for this initiative is envisioned to be published in the future. The goal of the Stormwater Needs survey is to reach as many systems as possible
4. The GEFA scoring tool flow chart- is this to be automated as part of the work or just utilized in the evaluation process? This work is automated.
5. Funders Forum- is the location set or will this be part of the need, or virtual only?
Many of these can be virtual. GEFA would like at least one in-person event. The location is not set.
6. How many communities does WaterFirst currently serve? Hope to serve? What is the funding budget / funding budget goals for applications? 56 served. We hope to serve as many communities as possible. Budgets will be discussed in subsequent phase of this process.
7. May a subcontractor be added after award? Final award will be at contract, so it is
GEFA’s desire that respondents’ known or potential subconsultants be divulged in response to this RFQC process, prior to final award. GEFA would have to approve any subconsultants added after final award, if allowed.
8. Regarding Section VI. Evaluation Criteria, A. Criteria for Evaluation of Statements of Qualifications, could you provide examples of documentation of financial information? In the corresponding deliverable# A-2, GEFA is requesting information on history, growth and resources of the firm. To the extent the firm wishes to provide financial information to support these aspects, the firm may (but is not required to) provide financial information. Such information might include a D&B rating or
Banking reference, etc.
9. Regarding Section VII., B SUBMITTAL OF STATEMENTS OF
QUALIFICATIONS, are attachments allowed beyond the 15 pages, e.g. resumes (i.e.
1 vs 2 pages) or CVs, Capability Statement? Yes.
10. Is there a preference to have a local partner? No specific local preference, but evaluation will include firm’s ability to gather resources in the vicinity of the scope of services.
11. Is there a budget allocated to this project? Budgets will be discussed later in this process.
12. Is experience in water infrastructure financing mandatory? Or will water infrastructure experience in general suffice? Is this the first contract of its kind for
GEFA? Is there an incumbent? Experience in water infrastructure financing is highly recommended but not required. We have an existing contract for similar work, but the scope is changing.
13. Will there be additional TA opportunities for the WaterFirst applicants? The
WaterFirst program is flexible. Various opportunities can be considered if they are in line with the vision GEFA would like to maintain.
14. Does participation conflict awardee from working with Georgia partners in achieving their goals within the application and water inventory process? No.
15. What is the reason for putting this up for bid at this time? GEFA’s increase in need of support.
16. Section V-B-1 asks for resumes of key personnel. Do these resumes count toward the 15-page limit, or can they be included in an appendix? They can be included in an appendix.
17. The Note on page 9 states the front cover, transmittal letter, TOC, and Exhibits are excluded from the 15-page limit. Are section dividers or "tab" pages also excluded if they contain only section titles and no narrative? Yes.
18. If subconsultants are proposed, are they required to provide their own "Exhibit I" and "Exhibit II" forms with the initial SOQ, or are those only required from the prime consultant at this stage? Only required from the prime respondent at this stage.
19. Section V-A-5 asks for the name of carrier, types/levels of coverage, and deductibles. Is a narrative description sufficient, or should a Certificate of Insurance
(COI) be provided as an attachment? If a COI is provided, does it count toward the page limit? Narrative is sufficient, but if COI is provided it will not count toward the page limit.
20. Are we able to use font sizes smaller than 11pt for headers, footers, charts, graphics, and other elements apart from the main body text of the proposal as long as the text is legible? Yes.
21. Will GEFA provide contact lists for existing WaterFirst communities? Possibly in subsequent step(s). At this stage we are only receiving qualifications data from respondents.
22. Is GEFA looking for a new affordability scoring tool? Is the existing tool (or any of its data) proprietary? GEFA owns the affordability tool and the associated data.
23. The RFP refers to a Stormwater Rates Dashboard. Has that been developed in-house or by an external organization? This is currently in development by the
University of Georgia’s Carl Vinson Institute for Government, and the project is funded by GEFA.
24. The RFP refers to the Stormwater Infrastructure Needs Survey. When is the EPA's deadline for the completion of this survey? The Survey will most likely start later this year into next year.
25. Does GEFA own the existing Funders' Forum website? The awarded contractor will manage the FF website.
26. Is the consultant expected to do marketing for the Water First program? (e.g., tabling at the GAWP Annual Conference) Yes.
