About this file
This is an addendum to a Request for Bid issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for lighting repair services at Campbell County Detention Center, Department of Juvenile Justice in Newport, Kentucky. The project involves lighting upgrades and repairs (RFB-21-25, KFI Project Number 23-0227) with a revised substantial completion timeline of 270 days and a final completion period of 30 days following substantial completion. The addendum clarifies the scope of work, including specifications for lighting controls, fixtures, and installation requirements across multiple areas of the detention center facility.
Key revisions in the addendum address lighting control systems that will remain in place or be removed as specified, with new light fixtures compatible with existing control panels located in control room 204, intake area 129, and reception area 102. Specific fixture types have been revised, including the LF-10 fixture specification changed to Viscor VRC 3524 48B/B LED840K 052L UNV P13 V39 and the OLF-1 fixture changed to Lithonia RSX1 LED P6 R3 MVOLT SPA SF NLTAIR2 PIRHN for parking lot installation. The addendum addresses contractor questions regarding circuit modifications and clarifies that alternate manufacturers will be accepted for fixtures provided they are equal in quality, with fixture reviews occurring after bid award rather than prior to bidding.

THIS ADDENDUM IS A CONTRACT DOCUMENT AND MAY APPLY TO ANY OR ALL CONTRACTS AND SUBCONTRACTS UNLESS OTHERWISE SPECIFIED HEREIN
OR SHOWN ON THE ATTACHED DRAWINGS (IF ANY). ALL WORK REQUIRED BY THIS ADDENDUM SHALL BE IN COMPLETE ACCORD WITH THE CONTRACT
DOCUMENTS AND SUBSEQUENT ADDENDA THERETO. THE ITEMS LISTED IN THIS ADDENDUM ARE NOT IN ANY ORDER IN REGARD TO THE DRAWINGS
OR THE SPECIFICATIONS. ALL CONTRACTORS ARE CAUTIONED TO EXAMINE EACH AND EVERY ITEM OF THIS ADDENDUM.
THE FOLLOWING CHANGES OR CLARIFICATIONS TO THE PLANS & SPECIFICATIONS SHALL BE INCLUDED AS PART OF THE CONTRACT DOCUMENT
SCOPE CLARIFICATION:
1. Lighting Controls. The lighting controls that are shown on drawing E100 are existing and will remain. The new light fixtures will use these existing controls. There are also existing lighting controls noted on drawing E100 that are to be removed. Drawing E200 shows the location of new controls and also has notes on how the new fixtures are controlled. New controls are specified in division 260923.
2. There are three existing lighting control panels:
a. LCP in control 204

b. LCS1 in Intake 129 and LCS2 in reception 102.
c. The existing lighting control panels will control the new lights in the same areas. The light fixture’s LED Drivers needs to be compatible with line voltage controls.
d. There are several fixtures on night light (NL) circuits. These lights are either always on or they are on separately controlled circuits. The fixtures do not need batteries.
SPECIFICATIONS CHANGES:
3. Special Conditions – 10000
a. Times of Completion: Revise Substantial completion from 160 days to 270 days. Final completion will remain at 30 days.
PLAN SHEET CHANGES:
1. E100
a. Remove all references to architectural drawings. There is not an existing set of architectural drawings available.
2. E300
a. Remove the following fixtures from the schedule: F1BE, F1C, F7E, F11E
b. Revise the fixture type of LF-10 to Viscor VRC 3524 48B/B LED840K 052L UNV P13 V39. This fixture has a night light component.
c. Revise the fixture type of OLF-1 to Lithonia RSX1 LED P6 R3 MVOLT SPA SF NLTAIR2 PIRHN.
This fixture will mount on existing square pole in the parking lot. Provide other components or adapters as necessary to mount on existing pole.
CONTRACTOR QUESTIONS:
1. Sheet E000, Note O please clarify what constitutes a “modified” circuit?
a. Answer: This likely doesn’t apply to this project because there are no new locations of lights being added. Modified circuit would be if a new fixture was added such that existing circuiting had to be extended/reworked for the new location.
2. Will alternate manufacturer’s be accepted?
a. Answer: Yes. As along as the fixture is equal. Pre-approvals are not done prior to the bid opening. Fixtures will be reviewed after bid has been awarded.
